The City of Batch Springs held their regularly scheduled council
meeting Monday, March 28, 2011.
Identification of a quorum.
Members Present: Mayor Carrie Gordon, Mayor Pro Tern Ver-
lyn Smith, and Councilwoman Carrie Marshall, Councilwoman
Julie Greer, Counci/woman Edna Davis, and Councilwoman
Karen Gray
Members Absent: Councilwoman Charlene Rushing

Presentation(s):
A. Presentation by Councilwoman Marshall and Councilwoman Gray
regarding appreciation to Larry “T -Byrd” Gordon and Lil’ Larry
Gordon for their dedication to the community.
Mayor Pro Tern Smith presented Larry “T-Byrd” Gordon and
Lil ’ Larry Gordon plaques of appreciation for their dedication to
the community and always willing to help in any way they can.
Larry “T-Byrd” Gordon thanked the Mayor Pro Tern and Council
and stated it was nice to give back to his community. Lil ’ Larry
Gordon said he was here when ever and what ever was needed
from him. Mayor Pro Tern Smith said that something he needed
was a song about Balch Springs, Lil ’ Larry said consider it done!

A motion was made by Councilwoman Greer to approve Case
1034-PP and seconded by Councilwoman Davis Amended by
Councilwoman Marshall to read approve Case 1034-PP and
1034-FP. All members present voted in favor of the motion.
3. Consideration and action regarding approval of the final plat for
property located at 700 Cheyenne Road. (Case 1034-FP)
A motion was made by Councilwoman Greer to approve Case
1034-PP and seconded by Councilwoman Davis Amended by
Councilwoman Marshall to read approve Case 1034-PP and
1034-FP. All members present voted in favor of the motion.
4. Consideration and action regarding approval of a site plan for prop-
erty located at 4030 Pioneer Road. (Case 1035-SP)
A motion was made by Councilwoman Marshal to approve
Case 1035-SP and seconded by Councilwoman Davis. All mem-
bers present voted in favor of the motion.
5. Consideration and action regarding amending Resolution 676-11
that the City provides training to all candidates for City Offices.
A motion was made by Councilwoman Gray to approve resolu-
tion 679-11 and seconded by Councilwoman Marshall with amend-
ment that City Secretary notify candidates that are not at this meet-
ing All members present voted in favor of the motion.
6. Consideration and action regarding the City Council retreat.
Under advisement until later date.

3. MINUTES: Review & approve City Council minutes for March 14,
2011 meeting.
Motion was made to approve minutes by Councilman Ratcliff
and seconded by Mayor Pro-Tern Ratcliff. Motion passed with all
votes in favor.
4. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding purchasing two new steel door units and
other repair/exterminator measures for City Hall and Police Depart-
ment to aid in pest control.
Item tabled while awaiting bids for two new steel door units.
Councilman Ratcliff and Councilman Townzen will place foam in
areas where small animals and bugs could enter building.
5. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding increasing the funding limit set by Council
at the March 14th Council Meeting to pay Kaufman County to cor-
rect issues with Loren Boyd Road due to an increase in oil prices.
Motion made by Councilman Ratcliff to pay a maximum of
$25,000 to Kaufman County to correct Loren Boyd Road. The
motion was seconded by Councilman Townzen and passed with
all members voting in favor.
6. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding canvassing the May 14th election and set-
ting a meeting date to do so.
Motion made by Councilman Townzen to hold canvassing and
swearing in of elected councilmembers on at 7:00pm on Friday,
May 20, 2011. Motion was seconded by Councilman Ratcliff and
passed with all votes in favor.
7. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding renewing City’s membership in the Texas
Municipal League.
Motion made to renew membership in the Texas Municipal
League by Councilman Townzen and seconded by Councilman
Ratcliff. Motion passed with all votes in favor.
8. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding bids for air conditioner repair for the unit
serving the Police Department.
Motion made to charge a/c unit by Councilman Townzen and
seconded by Mayor Pro-Tern Ratcliff. The motion passed with all
votes in favor.
9. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding updating the City’s website on a continuing
basis.
An update will be made on Thursday, March 31, 2011 at 6:00pm
to make the site more user friendly.
10. DISCUSSION AND ACTION: Council will discuss and take any
desired action regarding City sponsored public message board for
citizens’ use.

11. DISCUSSION AND ACTION: Council will discuss and take
any desired action regarding the sale of 2001 Ford Crown Victoria
Squad Car.
Motion was made to accept a bid of $1,500.00for the sale of the
2001 Ford Crown Victoria Squad Car by Townzen and seconded
by Councilman Ratcliff. The motion passed with all votes in favor.

TEXAS”
One local owner of a convenience store in Crandall believes
that if the legal sale of alcohol does pass, it will help the citizens of
Crandall out because of the sales tax on the alcohol. “The City of
Crandall will be gaining tax dollars if we are able to sale alcohol
here in Crandall,” said the owner. “Other towns that have passed
the legal sale of alcohol have already seen financial gain because
of it. People who want to drink are going to go and buy it some-
where anyway; why not let them buy it here in Crandall and let this
city reap the financial gain from it?”
Others though, such as Michael Waits, Pastor of First Baptist
Church of Crandall, went into great detail as to why he thinks
the sale of alcohol would not be beneficial. “The question is not
should people be allowed to drink alcohol; we as a free people
have already tried banning the stuff and it didn’t work out, said
Pastor Waits. “No, the question is do we as a thinking populace,
whether teetotalers or regular imbibers, want our community to
be changed in such a fundamental and nearly irreversible way.
I’ve seen a flyer or two that suggests we will reap a windfall in
tax revenue if we bring in the booze sellers. But the tiny amount
of tax revenue, in my thinking, would be more than offset by the
increased need for public servants such as police and regulatory
inspectors to insure minors don’t end up purchasing alcohol. Not
to mention the feel of the community. Crandall, for all its imper-
fections, is a lovely and clean looking place to live and work.
It isn’t as though we live in an isolated desert. Alcoholic bev-
erages can be purchased barely nine minutes drive to the south-
east of Crandall and less than fourteen minutes to the northwest.
Someone might counter that driving back to Crandall after pur-
chasing beer or wine is a hardship because they have to wait so
long to start drinking. If the drive feels like it is that long to wait
to open the bottle, that person should be seeking professional help;
not patronizing liquor stores. So it is really about the net effect
on Crandall, its people, its children. As a father who often drives
with children in the car, I care about what my kids see. And I know
the children of those who drink care too about their own children.
When I drive my children elsewhere and they see beer and wine
signage, they notice. There is a whole belief system out there with
many adherents that would try and convince my kids you can’t
have a good day off, or a good vacation, or you can’t even relax
sufficiently without an alcoholic drink in your hand. Of course,
that isn’t true and just about everyone knows that. I’d like to keep
our community landscape free of that type of fib for as long as I
can.”
