inally we were going to have to
have each resident inspected
once a year and come in and in-
spect while tenants lived in the
property. Now no inspections
will be done as long as someone
lives there.”
The City of Crandall passed
the ordinance to help prevent
absentee landlords and to keep
property up to code. Mr. Howell
still believes that the city could
have gone another route. “They
could have accomplished what
they are trying to accomplish
with a program like Seagoville
has with a certificate of occu-
pancy; when a house becomes
vacant, let us do our inspection
on not only just rental but all
homes,” added Mr. Howell. “The
way it has ended up, it is probably
going to be better for the land-
lords by only having an inspec-
tion every five years because the
property might become vacant
more than once during that pe-
riod of time.”
