When temperatures soared to the high 80s Monday afternoon, the City of Bellaire Sanitation
Department couldn’t wait to unveil its latest innovation in solid waste control -- the
combustible garbage truck. The vanguard vehicle shown above had a dubious debut, at best
-- its fire went out before much, if any, of the collected garbage was cremated, the hull itself
was only slightly charred. Maybe as temperatures reach the 90s....

Bellaire City Attorney Larry Shenk has
advised city officials to proceed with the
April 3 municipal election as originally
scheduled.
Because of Harris County’s legal
entanglements over redisticting and its
consequent inability to provide voter
registration lists, it was first thought that
Bellaire would have to delay its election.
Schenk over the past several days has
been working with the secretary of state’s
office and with Harris County Tax
Assessor Carl Smith. Yesterday he had
this news for Bellaire voters:
“At this point there will be an election
on the third of April as scheduled.’’
Voter registration have not been mailed
out, but Smith’s office has never stopped
registering new voters, Shenk says. The
tax assessor’s office has agreed to supply
Bellaire with a current registration list.

the upcoming Bellaire municipal election:

A remaining problem, the attorney says,
is that names of those who moved away
from Bellaire within the past year will also
appear on the list.
To guard against a non-Bellaire resident
participating in the election, each voter
will be asked to sign an affidavit. The one-
page form will ensure the validity of the
election, Schenk says.
“It is a simple step each voter will be
asked to go through,’’ he says. “An
affidavit only serves to confirm that the
person is a resident of Bellaire.”
At this point, the plan has only received
verbal approval from the secretary of
state’s office, but Schenk forsees no
problem in obtaining written permission.
“There is always the possibility of
something, somewhere, springing up out
of the hat and screaming foul,’’ Schenk
admits, “but I’ve talked with all the
appropriate people and they agree we are
duty-bound to have this election.”
Bellaire is able to take this approach to
holding the election, according to Schenk,
because the city, most likely, will not be
affected by changes in Harris county
precinct lines.
Up for grabs in the Arpil 3 election are
six city council seats and the office of
mayor. Since these officers are elected by
the city-at-large, there is no reason why
the affidavit approach can not be success-
fully implemented in Bellaire, Schenk
says.
The absence of a sidewalk alongside an
intersection without stop signs contributed
to a two-car crash last week that sent a
16-year-old pedestrian to Bellaire General
Hospital for three days.
Regan Wilson, 5410 Grand Lake, was
walking in the street along Grand Lake last
Thrusday at 3 p.m., just a few feet from
the Mapleridge intersection, when a
southbound Volkswagen passed her, en-
tered the intersection and was struck by a
Monte Carlo heading west. The west-
bound auto fishtailed, striking Wilson and
throwing her backward nearly 50 feet.
Treated for a concussion, multiple
contusions, abrasions, and a tongue
laceration, Wilson was released from
Bellaire General Hospital last Sunday.
Houston police spent more than two
hours trying to decide which driver was at
fault, since the intersection is void of any
regulating traffic signals.
The driver of the Monte Carlo was
eventually fined for failing to yield to the
Volkswagen, which arrived at the inter-
section first.
The east side of Mapleridge marks the
Bellaire city limit, says Bellaire Public
Works Director Roger Herod. Stop signs,
however, would have to be erected by the
city of Houston, since the entire inter-
section is within its jurisdiction.
The Mapleridge-Grand Lake intersectin
is rarely the site of an accident, Herod
says. Since there are no trees or brush
obstructing motorists’ view, stop signs are
not warranted.
“If there are five or more accidents
there in one year, then the intersection
would be studied,” he says. “In a case
like this, I’d say 90 percent of the problem
is with the drivers.”

top policeman
Dedication and professionalism have
won 31-year-old Corporal Richard G.
Niebur the title of Officer of the Year in
West University Place.
Citing Niebur’s outstanding number of
arrests, the 100 Club of Houston recently
presented the award.
A highlight of Niebur’s three-year
career with the West University police
came last February. After responding to a
call regarding an armed man barricaded
inside a van, Niebur learned that the man
possessed an automatic weapon and
threatened to kill himself and anyone w ho
tried to interfere. In two hours time.
Niebur managed to talk the man into
surrendering.
“It is this type of courageous calm in the
face of danger that has won Corporal
Niebur the respect and admiration of his
fellow officers,” comments West Universi-
ty Police Sergeant Vickie Ruhmann.
