San Angelo.

6:10 p.m. Wednesday,
August 13, in Reagan
Memorial Hospital fol-
lowing an apparent mas-
sive heart attack.
He was born Sept. 10,
1917 in Hall. He was
married to Nelle Huff
June 1, 1940, in Brady.
He was preceded in
death by a son, Gene
Foster.
Survivors include his
wife; a son, Jay Foster of
Big Lake; a daughter,
Diane Foster of San An-
gelo; two brothers, Don
C. Foster of San Angelo
and Richard Foster of
Athens; two sisters,
Ruth Disotell of Mertzon
and Joyce Setser of Que-
mado; and a grandson,
Sean Foster of San An-
gelo.

all received awards in

ry's Summer Reading
program. The summer
reading program partici-
pants were awarded cer-
tificates by Mrs. Mary
Hayes, former librarian
and chairperson of the

A field day will be
held at the Soil Conser-
vation Service Plant Ma-
terials Center at Knox
City on August 27,
• 1980.
Gary Askins, district
conservationist for SCS
at
Big Lake, said the public
is being invited to the
event. The center serves
both Texas and Okla-
homa.
Billy Carr, manager of
Y University Lands (sur-
face interests), Midland,
will be the principal
speaker. Carr will speak
at 12:30 p.m.
Guided tours will be
conducted through the
90-acre center from 9:00
a.m. to 2:30 p.m. The
center is located on
FM 1293, 2 miles north
and 2‘/j miles west of
Knox City.
A barbecue lunch will
be available on a pre-
paid basis at $4 per
plate. Payment should

native plants that show
potential for solving spe-
cific soil and water con-
servation problems are
collected, then grown
and evaluated at the
Knox City Center. The
more promising ones are
then tested under field
conditions. Selections
which prove superior to
commercial varieties
are then released to seed
growers. These produ-
cers then grow seed and
sell it to the public.
Several hundred
strains of grasses, le-
gumes, forbs, and
woody plants are being
tested at Knox City.

'Bill'' Gibbs, 52, of San
Angelo were held at 8:30
a.m. Saturday in John-
son's Funeral Home
Chapel in San Angelo
with the Rev. Harold G.
Odom, pastor of the
First Presbyterian
Church of San Angelo,
officiating. Burial was
in Belvedere Cemetery
in San Angelo. Mr.
Gibbs was a brother of
Wallace Gibbs of Big
Lake.
Mr. Gibbs died at
•0:25 a.m. last Thursday
in Shannon West Tex-
as Memorial Hospital af-
ter a lengthy illness.
He was born Feb. 8,
1928, in San Angelo. He
attended San Angelo
High School and San An-
gelo College. He was
married to Mary Fran-
ces Hollaway Oct. 22,
1949, in San Angelo.
He was a lifetime San
Angelo resident and a
World War II veteran.
Survivors include his
wife; a daughter, Mrs.
Russell (Kerry Sue)
Baumann of San Angelo;
a son, Gary Hayden
Gibbs of Burleson; two
brothers, Harold Gibbs
of San Angelo and Wal-
lace Gibbs of Big Lake;
a sister, Mrs. Howard
(Gerry) Boatright of
Odessa; and three
grandchildren.

Message to the People
of Reagan County
When your elected officials in Reagan County
hired Southwestern Appraisal Company, they
didn't bring the Company in to 'get the property
values up.' We came here to get the values
rigl t. This equalization study was begun to pre-
vent possible lawsuits against the county and
school district which could have forced them to
drastically lower all the values on oil related prop-
erty. Without the tax revenue generated by that
oil property, the county and school would have
had a*hard time giving the people here the high
level of services they' re used to.
We at Southwestern Appraisal have just about
finished our work in Reagan County, but even so.
one of the most critical parts of our task is still to
come. We're going to hold a series of interviews
with property owners so that they compare their
property with their neighbors. In addition, we
want to be sure wc have everything right. Have
some property sales occurred that we weren't
aware of? Is there something about a prop-
erty that affects its value and we didn't see it?
These are the kinds of things our appraisers need
to know. When the project is over, we would like
for the people in Reagan County to feel our ap-
praisers did a good job for them. The highest
praise our company can get is to hear that the
property owners feel that everyone was treated
fairly.
