Manila Sent 20 The Inaugural
ceremonies in connection with the in-
duction of General James P Smith in
the office of governorgeneral took
place today with civic and military
display General Smith was escorted
by the veterans of the army from the
palace to the city hall where the in-
augural ceremonies took place The
official home of the governorgeneral
was thronged during the day with
thousands of citizens of all classes
while army and navy officials con-
sular officers and others all in full
uniform added brilliancy to an im-
pressive scene
A Native of San Francisco
Special to the Herald
Washington D C Sept 20 Gen-
eral James Francis Smith who today
succeeded Henry C Ide as governor
general of the Philippines Is a native
of San Francisco and a lawyer by pro-
fession He became colonel of the
First California regiment of United
States volunteers in April 1898 he
served in the first expedition to the
Philippines arriving June 30 1898
He was in the battle of Malate
Trenches July 31 1898 and was pres-
ent at the taking of Manila the follow-
ing month He held a number of Im-
portant military positions and several
times was commended for gallantry
He was made a brlgSdler general of
volunteers April 24 1899 He was
collector of customs in the Phil-
ippines and associate justice of the su-
preme court On January 1 1903 he
entered upon his duties as a member
of the Philippine commission and sec-
retary of public instruction

try and inducements have been held
out that If the autolsts make James-
town the terminus of the tour an
eightmile road from Norfolk to
Jamestown will be built by the expo-

Clarence Stedman Fifth cavalry was
placed on the retired list of the army
today at his own request Col Sted
man is a native of Massachusetts and
has had over fortyone years active
service in the army He was gradu-
ated from West Point in 1870 and as-
signed to the cavalry arm in which
liu reached the grade of colonel in
August 1903

nipeg today on a trip to the Pacific
coast The route is along the Cana-
dian Pacific Railway stopping at the
cities of Reglna Moose Jaw and Cal-
gary at the mountain hostelrles at
Banff where two evenings and a day
will be passed and at the port of
Vancouver A night will be spent in
Victoria and the tourists will return
to Winnipeg by way of Calgary and
the Canadian Northern

travellers and never claimed
Some extraordinary cases of forget-
fulness are recorded this season An
Englishman had taken a room at a
Zermatt hotel and deposited his bag-
gage there but coming back from a
walk he could not remember the name
nor the location of his hotel and had
to seek the aid of the police At a
Zurich hotel bank notes to the value
of several hundred dollars were left
behind some weeks ago but as yet
no one has come forward to claim
them At Geneva a hotel keeper re-
cently restored a jewel casket to an
American woman who was under the
impression that she had left it in a
train A german paterfamilias with
offsprings numbering eight accident-
ally left one of his children behind at
Lausanne without noticing its ab-
sence until he had reached his home

time ago today celebrated the for-
tieth anniversary of his accession to
the throne of SaxeMeinlngen The
old duke is one of the most popular
among German sovereigns He is
venerated apart from his devotion to
learning for his bravery and bril-
liance as a soldier He is celebrated
too as a thorough German patriot for
he broke with his father the then
reigning duke In 1S66 when Prussia
went to war with Austria his father
abdicating the throne in order to side
with Austria George II then became
reigning duke and was made a lieu-
tenant general In the German army
In the war with France four years
later he served with conspicuous gal-
lantry and at the head of his two
regiments of Moinlngen troops cap-
tured the first flags taken from the
French He was on the staff of the
old Kaiser and Prince Bismarck when
the triumphant Germans marched in-
to Paris and ended the struggle
