ing forward for nearly a year opened
In tho Coliseum today under most
favorable auspices The exhibition
as Its name implies is devoted to ji
display of shoes and other leather

dred manufacturers of the United

after a career of more than forty
years of faithful and efficient service
as an officer of the United States
navy Rear Admiral Charles Henry
Davis was placed on the retired list
on account of having reached the age
limit of sixtytwo years His retire-
ment causes a number of changes and
promotions all along the line of the
service Admiral Davis place as
commander of the second squadron of
the Atlantic fleet Is taken by Rear
Admiral Charles M Thomas com-
mander of the second division of the
first squadron of the samu flecL who
will be succeeded by Rear Admiral
Charles S Sperry at present naval
delegate at The Hague
Tho record that Admiral Davis
leaves behind him in the American
navy Is a continuous succession of
diplomatic triumphs In addition he
saw much active service in the Civil
and Spanish wars He entered the
Naval Academy in 1SG1 and was
made an ensign in 1S6C In 1SG4 and
18G5 he had his first experience in ac-
tual duty on hoard ship his vessel be-
ing attached to the New York harbor
station His promotions were to
master in 1SCC lieutenant in 18GS
lieutenant commander in 1SCD com-
manded in 18S5 captain in 1S9S and
rear admiral In 1004
Admiral Davis is a man of force
learning and executive ability and
has frequently been assigned to im-
portant duties not only in war but in
scientific investigations Among the
latter he was in charge of or connect-
ed with several expeditions for the
determination of latitude and longi-
tude in the Atlantic ocean and in the
Far East for throe years was chief
naval intelligence officer and later
superintendent of the naval observa-
tory During the war with Spain he was
in command of the auxiliary cruiser
Dixie and did a large amount of ef-
fective work along the southern coast
of Cuba sinking gunboats crippling
forts and smashing blockhouses and
on one occasion routed a body of
Spanish cavalry a day or two before
the American troops were ready to

the American member of the interna-
tional commission which met in Paris
two years ago to inquire into the fir-
ing by Russias battle fleet In the
British fishing trawlers in the North
Sea At the time of the Kingston
earthquake disaster it was Admiral
Davis whose offer of assistance for
the sufferers was refused by Governor
Swettenham
Admiral Davis title as Grand
Commander of the Order of Isabella
was conferred by Spain in recognition
of ills services as personal conduct or
as a representative of the United
States government of the Infanta Eii
lallc when she visited America in 1S93
as Spains representative to the Co-
lumbian Exposition at Chicago
The vacancy inthe list of rear ad-
mirals caused by the retirement of
Admiral Davis is filled by the promo-
tion of Captain Edwin Conway Pen
dleton Captain Pendleton comes
from Virginia and graduated from the
Naval Academy In 1SC7 During the
forty years he has been In the navy
he has seen service in army duties
and on various stations From 1900 to
1002 he was In command of the cruis-
er Atlanta and later served as super-
intendent of the naval gun factory
