The Governor ha* called a Special
Session of the Texas Legislature to
meet on January 31, 1950. This is
the first Special Session in nearly nine
year?. The state constitution provides
that a Special .Session must be lim-
ited to thirty days, and may consider
only the subjects submitted to it by
the Governor. acnooi ana ♦ nrereu
The urgent need for new buildings in July of last year,
and additional doctors and nurses at
the states’ hospitals for the mentally
ill. and other elemosynary institutions
has created an emergency which caus-
ed the Governor to call this Special
Searion. Furthermore the late Gov-
ernor Jester vetoed the appropriations
for the maintenance and support of
the above named state institutions for
the second year of the present bien-
nium. Consequently, after next Sep-
tember 1st there would be no salaries
■nor supplies for the people who work
m these institutions, nor food and
care for the unfortunate people who
reside there. Therefore the Governor
had no other choice than to call the
Special Session.
There aTe approximately twenty-
five thousand people in the state’s
twenty-three ele-mosynary institutions.
About four thousand more are on
he waiting list, some of them in
jails. The number ‘has increased
greatly in the past ten years because
the population of Texas has gTcwty
rapidly during that period, which au-
tomatically brings an increase in the
number of mentally ill.
No- buildings were built during She
war period because of the shortage
and high coat of building materials,
but justice to those unfortunate peo-
ple clearly demands now that the
state should construct additional
buildings and employ additional doc-
tors and nurses to treat and proper-
ly take care of these thousands of
mentally ill people, some of whom
can be returned to private life as
useful citizens if given proper care
and treatment. I would appreciate
an expression of opinion from you
about this entire subject.
As heretofore mentioned, it is hoped
that people in this part of Texas will
pay their poll tax and thus maintain
an influential voice in the government
of our state. The population of South
Texas is increasing faster then that
of North Texas, which makes it more
desirable than ever that every person
in our area, who can possibly do so,
pay their poll tax and vote at every
opportunity.

Little Billy Anderson was honored
Tuesday on his 3rd birthday with a
delightful party in the Lions building
given by his mother, Mrs. Bill An-
derson.
! While the large group of merry'
youngsers enjoyed games, they were
photographed by Mrs. John Robinson
and the young celebrant was “snap-
ped” blowing out the candles. Another
picture was taken of the four genet

family including himself, his

Highlighting the occasion was
serving of the beautifully decorated
birthday cake bearing the inscriptioid
“Happy Birthday, Billy,” and lighted
by three candles. Guests were pre-
sented with sacks of marbles, to the
boys*, and toy silverware to .the girls.
