FIVE GENERATIONS—Mrs. V. H. Haizlip, 87, of Sherman, is
the proud great grandmother of Jennifer Tasha Rhealene Min-
ton. Great grandmother, Mrs. Tom Stout of Howe; Grandmoth-
er Mrs. A. N. Minton, and Gary D. Minton, father, create the
five generations above. Also great grandmother Mrsi. Wilian
Minton of Dallas, not pictured. Tasha’s maternal grandmother
is Mrs. Winfred H. Johnson, mother, Brenda Minton, both of
Plano, and great grandmother, Mrs. Roy E. Flwoers, formerly
of Sheman. Tasha was bom April 10, 1971 at Presbyterian Hos-
pital in Dallas. She weighed 8 lbs., 7 ozs. at birth.

Congressman Roberts takes issue with
recent Supreme Court announcement

WASHING iUM, jl). C. — The Supreme Court has done it
again. The mghest court m the land, the nine-man group wrncn
is supposed to UPHOLD our laws — not make them, has an-
nounced that it will decide this Fall whether or not the death
penalty is Constitutional.
This is the first time the Supreme Court has ever announc-
ed it would consider this issue. Up to now,, the Court has
judged each case one-by-one on its merits or demerits. Just
recently, the Court wiped out the death penalty for 30 con-
victed criminals, one oi them the killer of eight student nurses
in Chicago, and gave five others a chance to get their death
sentences reversed. It has been suggested that 'Kb' executions
should occur until they decide.
Now it appears that the Supreme Court is going to consider
giving the thugs, the killers, the robbers, the rapists, a guar-
antee that they will not have to forfeit their lives no matter
how hideous the crime, if they murder, if they rape a child,
if they shoot a president, if they toss a bomb into a crowded
church the most punishment they could get, if the Supreme
Court rules that the death penalty is not Constitutional, the
absolutely worst thing that could happen to them is to spend
the rest of their lives behind bars with the taxpayers of course
paying all the bills.
Lei’s just take a long, long look at a great big IF: IF the
death penalty is to be ruled illegal, I believe it will mean “op-
en season’’ for all types of criminals to continue and expand
their careers of horror. For example, what’s to keep a murder-
er, who is out on bail or not yet in custody, from killing again?
The penalty is still the same. What’s to keep a rapist from re-
peating his horrible crime? What’s to stop a bomber from
leaving another box of dynamite in a building full of people?
The worst that could happen to these criminals and others is
that they would have an enforced vacation for life—no taxes,
no worries about food, shelter or clothing and also a chance
of getting a pardon.
As 1 said earlier, the Supreme Court is supposed to UP-
HOLD the laws — not make them. Now the Supreme Court
hints that it might outlaw the death penalty.
If the Supreme Court should rule this Fall that the death
penalty is not Constitutional, then it would also mean that the
Supreme Court is taking away the rights of the states to set
penalties for those who break the laws in their state. In effect,
it would mean that the Supreme Court would deny rights of
states to make their own laws.

The annual 4-H encampment
for Grayson County 4-H’ers
will be held this week, July 10
and 11 at the Methodist camp
on Lake Texoma.
Registration will slart at 10
A.M. Saturday and~ general
assembly will be at~ll A.M.
The theme for this year’s night
party is “Hillbilly”, so, come

Denton just off Insterstate 35.
District Supervisor Ted Mar-
tin said judges will be Mike
Perkins of Bartlesville, Okla.,
and John Carter of Crockett,
Texas, both approved by the
AQHA.

Yet, serious objections may be
raised by those who are affected
adversely. How do the courts
look upon such objections?
To begin with, there are in-
deed limits as to how far the
government can go in fighting,
pollution. Take this case:
A state water commission tried
to halt the discharge of sewage
into a certain river. But the sew-
age was being discharged so far
from the nearest community, un-
der such carefully controlled con-
ditions, that the chance of any
harm to public health was almost
nil.
Under these circumstances, a
court ruled that the water com-
mission was overstepping its au-
thority. The court felt that even
in the name of clean water, there
has to be some reasonable basis
for government action.
Nevertheless, the vast majority
of clean water laws have been
upheld, even when they impose
real hardship on a particular
city, a particular industry, or a
particular individual.
Consider the case of a factory
owner who had been discharging
raw pollutants into a local brook.
When a new law banned this
practice, he took the matter to
court.
“I don't challenge the law it-
self." he said. “But the fact is
that because of the ban. my fac-
tory is suddenly worth about
$100,000 less than it was before.
Why shouldn’t the government
reimburse me for that loss?
Otherwise, this is taking private
property without compensation.
