AUSTIN, TEXAS, Jan.
17: Railroad Commission
Chairman Mack Wallace
has announced that Texas
oil and gas wells produced
477,359,527 Mcf (thousand
cubic feet) of gas in Octo-
ber 1983, down 0.82 per-
cent from field runs a year
earlier.
That brings total pro-
duction for the year
through October to 4,629,
290,854 Mcf of gas.
Through October of 1982,
Texas had produced 5,057,-
823,696 Mcf of gas.
Marketed gas produc-
tion in October totaled
380,714,302 Mcf and re-
flected a 3.37 percent de-
crease from the October
1982 volume. Marketed
production is the gas left
after liquid hydrocarbons
have been separated on the
lease from the “wet” gas
that is usually produced at
the wellhead. It also does
not include gas that is
reinjected into the produc-
ing reservoir to maintain
gas pressure, gas that is
used to fuel production-
related equipment on the
lease site, or gas that is
otherwise not marketed.
Exports of Texas pro-
duced gas in October total
ed 139,366,801 Mcf, and
reflected a 14.08 percent
decrease from the year
earlier month.
Texas gas production in
October came from 237,530
oil and gas wells.
In September 1983,
Texas wells produced 471,-
960,379 Mcf of gas. Mar-
keted gas production in
September totaled 381,-
485,365 Mcf. September
exports of Texas produ-
ced gas totaled 151,395,869

Aids Royalty
Owners
AUSTIN, TEX., Jan. 20:
Railroad Commissioner
James E. (Jim) Nugent
today said that all Texas
royalty owners should be
aware of a new law which
both provides for timely
payment of royalties and
that royalty owners will
now receive interest on
any payments which are
late.

"The great majority of
producers work diligently
to see that royalty owners
receive their payments on
time, and for this they are
to^be commended", Nugent
said. *(There are a few who
do not', however, and the
new legislation is aimed at
this small segment of the
industry.
“I firmly believe that
royalty owners should re
ceive their payments in a
timely and orderly manner
and this new law helps
assure that", Nugent said.
"We at the Railroad
Commission are from time
to time called upon to Jjelp
royalty owners receive
payments from operators
or other producers. While
we do not have jurisdic
tion in this area, this new
law gives them reasonable
recourse," Nugent stated.
"Royalty owners need to
be aware of this new law
which says that proceeds
from new Texas oil and gas
well sales must be paid to
each royalty owner within
a specified period of time",
Nugent said. “Subsequent
payments must also be
paid in a timely basis", he
noted.
"Important features of
the new law are, first: that
if timely payments are not
made, the royalty owner
can sue for payment in the
county in which, the oil or
gas well exists^. Second, the
payor must furnish some
immediate communications
as to why they have not
been paid. In most cases,
royalty owners will not
only be paid any past due
amounts but will also re
ceive interest on those
royalty payments which
are in arrears". Nugent
said.
"Initial, or ‘first sale-,
payments must be^made
