County Special Utility District will be

Medina County SUD will publicly
open and read aloud the competitive
sealed bids. Project shall consist
of the furnishing and installing ap-
proximately 7,800 If of 12” PVC
water line; 13,500 If 8” PVC water
line; 4,500 If of 4” PVC water line;
2,350 If of 3” PVC water line; bores
with various size casing and carrier
pipes; gate valves, fittings and other
appurtenances, reconnection of
services, abandonment of existing
water lines, and the connection of
new water lines to existing water
lines. Work will be completed within
Existing waterline easements and/
or TxDOT and Medina County road
rights of ways. Any competitive
sealed bids received after closing
time will be rejected and returned to
the bidder unopened. The Informa-
tion for Bidders, Form of Bid, Form

Forms of Bid Bond, Performance
and Payment Bond, and other con-

Pursuant to Chapter 13.2502 of the
Texas Water Code, East Medina
County Special Utility District hereby
gives notice that any person who (1)
subdivides land by dividing any lot,
tract, or parcel of land, within the
service area of East Medina County
Special Utility District’s Certificate
of Convenience And Necessity No.
10217, in Medina County, into two
or more lots or sites for the purpose
of sale or development, whether
immediate or future, including re-
subdivision of land for which a plat
has been filed and recorded or (2)
requests more than two water service
connections on a single contiguous
tract of land, must comply with Sec-
tion F-Extension Policy contained in
East Medina County Special Utility
District’s Policy. East Medina County
Special Utility District is not required
to extend retail water to a service
applicant in a subdivision where
the developer or sub-divider of the
subdivision has failed to comply with
the Subdivision Policy. Among other
requirements, the Subdivision Policy
requires compliance with Subsection
F of the District Policy. Applicable
elements of the Subdivision Policy,
depending on the specific circum-
stances of the subdivision service
may include:
• Engineering evaluation by East
Medina County Special Utility District
of the impact a proposed subdivi-
sion service extension will make on
East Medina County Special Utility
District’s water service system and
payment of the cost for evaluation;
• Payment of reasonable costs or
fees by the developer for providing
water supply service capacity;
• Payment of fees for reserving water
supply service capacity;
• Forfeiture of reserved water supply
service capacity for failure to pay ap-
plicable fees;
• Payment of cost of any improve-
ments to East Medina County Special
Utility District’s system that are nec-
essary to provide the water service,
included but not limited to; (1) line
extensions, (2) road crossings, (3)
additional storage, (4) wells, (5) land,
(6) procurement of water allotments,
and or (6) pumping stations;
• Construction according to design
by East Medina County Special
Utility District and dedication by the
developer of water facilities within
the subdivision following inspection;
• Legal fees incurred by the District
in negotiations and representation
including but not limited to (1) the
preparation of a non-standard service
contract, (2) securing of right of way
easements, (3) engineering fees,
(4) attorney’s fees, and (5) hydraulic
investigation fees.

Dear Editor:
I was pleased to read Jack
DeVault’s letter [Jan. 23, in ref-
erence to a column from Texas
Farm Bureau’s Gene Hall on
Dec. 26). It was well written
and informative. There was
one mistake. Glyphosate is a
herbicide, not an insecticide.
I would also like to add some
things I have become aware of.
Monsanto, Bayer, Dupont
and Sygenta are multi-billion
dollar companies who also
own pharmaceutical, food,
seed and other chemical com-
panies. They have pretty much
monopolized the seed industry.
Farmers are being held hostage
because genetically modified
seed is all that is available and
the price for seed keeps increas-
ing. Over 60% of all processed
foods available in the U.S. con-
tain GM ingredients. Around
90% of corn and soybeans
grown in America are GM. In
addition to crops engineered
to resist glyphosate, some GM
crops have been engineered to
include genetic material from
Bacillus thuringiensis (Bt), a
natural bacterium found in
soil. The problem with that
is not only does it kill the bad
bugs that feed on those plants,
it also kills the beneficial ones,
including honeybees. Indepen-
dent studies done on Bt have
found evidence it damages the
small intestine, which can lead
to chronic illness, such as fecal
incontinence and/or flu like
upsets of the digestive system.
There have been studies on
glyphosate resistant GM foods,
but they have been conducted
and paid for by the biochemi-
cal companies. Of course they
are going to tell us their food
is safe to consume. Monsanto
makes it nearly impossible
for independent scientists to
study GM seeds. The FDA does
no independent testing and
relies solely on the research of
Monsanto and others. Kind of
sounds like the fox guarding
the henhouse, doesn’t it?
Milk cows are also injected
with a GM bovine growth hor-
mone commonly known as
rBST. These cows produce 10%
more milk than non-injected
cows. rBST has also been linked
to various cancers. The FDA does
not require milk from cows in-
jected with rBST to be labeled as
such because doing so suggests
there is a difference. In 2003, the
FDA charged several dairies with
misbranding, and Monsanto
sued Oakhurst Dairy in Maine
for labeling its milk from cows
NOT injected with GMO hor-
mones. Farmers have been sued
by Monsanto for copyright in-
fringement because their fields
were polluted with pollen from
a nearby GM field. These bio-
chemical companies also pump
millions of dollars into defeating
ballot initiatives that would re-
quire labeling of GM foods.
I don’t want to be a guinea
pig for the GM industry. The
word engineering should nev-
er be used when discussing
food.
If you want to avoid consum-
ing GM products, which is be-
coming increasingly difficult to
do, buy organic. The USDA will
not certify anything organic if
it contains anything genetically
modified. Also grow a big garden.
