recently made a refnirt which
contains many evidence* that an
investigation of the Milwaukee
service of the Wisconsin Tele
plvme Company has made history
and that the presentation made
by the VS iseonsin Telephone l 'urn*
I tuny is accepted as authority by
the tioverment This is grati-
fying e\ idetiee that it was com-
plete and thorough. I be foil winy
extracts from the (ioverment’s
examination of a large number
of telephone exchanges. Indepen
dent as well as Hell, says some
things to w hich allusion has here-
tofore been made that are worthy
of repetition in this form. To
the public a telephone is a bit of
pure mechanism in which the
personal element has little to
plav. Let, however, a delay or
a mistake he made, and the sub-
scriber is at once keenly alive to
the hut nan element at the other
end of the line in person of the
operator, whom lie deems reapon-
sible for this condition. I he
delay nm> perhaps have been
due to the operator's mistake or
e pvlessnes but again it may
lie due to some outside cause for
which she is not responsible,
some sudden and unexpected
trouble on the wire?, w hich cam
ed her to get false signals, a
change in subscriber’s numbers,
or a dozen other causes. The op-
erator is not permited to take
time to explain lest a dozen,
other subscriber's be kept wait-

ner of answering. The efficiency,

work of the operator and the con-
ditions under which her work is

portant of these conditions is the
"human element" at the sub-
scriber's nul ot the line. The
person w ho uses the telephone
can greatly assist the operator

asks for the correct number,
speaking distincly, and economiz-
ing time". There is nothing new

that it comes from an unbiased
othcial source. It is uttered for
the benefit of the public and
deserves attention.
