| /ess jawin More on Arab Intrigue Jewish Woman Makes West Point History
Last week we told you about “Arab Intrigue” and how it was interwoven
into the fabric of Arab life.
While we were writing that column, A1 Fatah was holding its 11 day
I Congress in Damascus.
■ At the conclusion of the Congress last Sunday [June 1] A1 Fatah, the
fighting arm of the Palestine Liberation Organization called for the complete
destruction of Israel. This had to be accomplished through an armed struggle,
said the leadership. Nothing less could or would be tolerated.
Since two Arab mayors subsequently suffered a loss of limbs in car
. bombings, and since the PLO has received much criticism on the A1 Fatah
B statement, Arab Intrigue again came into play.
Mahmoud Labadi, chief spokesman for the PLO, said A1 Fatah’s statement
was all due to a “misunderstanding.”
An innocent mistake, he said, because it was based on deliberations during
the Congress that were just not understood properly and thus were
■ misinterpreted.
• Fatah’s position, held tenaciously since the last Congress in 1971, was that
all of Palestine must be liberated by driving out the Israelis. It was based on
the old hate-mongering belief that all Israelis have to be driven into the sea.
Yasir Arafat, PLO leader, said the Palestine National Council, PLO’s
parliament, provided for a political solution. “There was some heated
V discussion but the Congress approved the proposal. The preliminary reports
■ from the Congress, however, included only the political commission’s report,
* which emphasized the traditional position of Fatah. The complete report,
which will be published soon, will reflect that Fatah will consider a solution
that establishes an independent Palestinian state.” See jess jawin Page 2

CANDLE BLESSING — Cadet Duma Mailer of Cocheysvflle, Md., first Jewish woman
graduate to be commissioned at the U.S. Military Academy, lit Sabbath candles to open
the annual Jewish Baccalaureate Service held May 23 at West Point. Attended by 250
guests, including Lt. General Andrew J. Good paster, Academy Superintendent,
members of his staff, faculty and a large contingent of Jewish war veterans and their
wives, the traditional service was followed by an Oneg Shabbat hosted by J.W.V. Rabbi
Abraham Soltes, Academy chaplain, who officiated.
A drive to raise $5.5 million for a Jewish West Point Chapel is at the halfway mark. The
chapel will overlook the campus and parade ground, adjoining two other chapels.

Israeli Prime Minister
Menachem Begin told a U.S.
television audience Tuesday
by satellite that he would
stop building settlements on
the West Bank after 10
currently planned were
completed. Begin said the
country needed them for our
“security and the security of
our children.”
Begin said the program
would be stopped when the
settlements were completed
in Samaria and Judaea. It
did not include preventing
Israel from establishing
more settlements in the
Golan, Israel’s border with
Syria.
Egypt and Israel each
accepted President Jimmy
Carter’s proposal for the
three governments to meet
in Washington as soon as
possible to resume negotia-
tions on the stalled auton-
omy talks.
President Anwar Sadat«
said his country is consulting
Washington. Foreign minis-
try said Egypt is proposing
the first week of July.
Begin said Interior Minis-
ter Yosef Burg, who has led
the Israeli delegation at the
autonomy talks, may go to
Washington to discuss a
date.

Interior Minister Burg
Burg, speaking with re-
porters in Tel Aviv, said he
expected a procedural meet-
ing would be held. He did
not comment about his trip
to Washington.
“I believe we will not have
negotiations about the es-
sence of the autonomy, but
about the procedure: When
we will meet, which working
groups should meet and so
on — preparations for the
real meeting,” Burg said.
Sadat indicated the Wash-
ington meeting would be
preparatory to full-scale
talks.
Sadat suspended the Au-
tonomy talks in early May
because of a “dismal political
atmosphere. He said this
was created by Israel in its
refusal to discuss the status
of Arab East Jerusalem.
