There is a feeling of apprehension abroad in the land among Jews who
are deeply concerned about President Jimmy Carter’s new strategy toward
the Jewish People.
American Jews, not flag-wavers, have a deep, abiding and sincere love for
this nation, endowed with the bounties of nature and the marvels of viable
democracy at work in the Republic.
However, American Jews, as well as Jews the world over, would be
traitors to the Highest Authority if they deserted their affinity toward
Israel and their feelings for oppressed Jewry in Africa, Asia and in the
confines of the Soviet Union.
It is ingrained in our genes and in our ethics that we have to be concerned
with our People. Being concerned with them serves as a focal point for man
to be concerned about his brother-about Everyman.
ii is, perhaps this reason, that those of us who watch and listen to the
pronouncements from Washington are asking questions about this man
from Plains, Georgia, a disciple of Admiral Rickover, who was quoted as
having “a growing impatience” with the lack of progress toward a Middle
East settlement.
President Carter was quoted as saying, “I think any nation in the Middle
East that proved to be intransigent would suffer at least to some degree
the condemnation of the rest of the world.”

REPORT FROM PARIS...
The President of the United States also warned, “I have to say there is
going to be a great deal of disillusionment on our part in the Middle East
and around the world if some progress is not demonstrated within the
year.”
Some TV newscasters have already stated that President Carter means
Israel and also stated that the Arabs are cooperating to the fullest.
This, of course, lets Israel out on a limb and encourages the Arabs to
continue their unabated propaganda and terrorist campaign against Israel
and Jews of the world.
There has also been other talk emanating from the White House which
disturbs us. We’re referring to statements that convey the idea that not all
Jews support Israel’s position with regard to a peace settlement.
Not only does this force a cloud over Jewish unity but it tends in the very
nature of the remark to drive a wedge into a solidarity that has enabled
Jews to keep the Arabs and the Russians at bay and to do it with dignity.
These statements from or attributed to the President of the United States
and/or his top advisors have a very unsettling effect in the American
Jewish Community.
It is hard to believe that they are emanating from the same source who, a
few short months ago, pledged his future presidency to a platform that
would not only not cower to tribute but one that would see an
acknowledgement of respect for the State of Israel by moving the
American Embassy from Tel Aviv to Jerusalem.
U one understands Arab psychology, this would have demonstrated
performance of a platform pledge and would have firmed a real chance for
peace in the Middle East.
Now the form of tribute being demanded is, of course, at the expense of
Israel. When anything affects the only free haven and homeland for Jews it
is very easy to understand why other Jews - and particularly American
-Jews - become deeply concerned and are resolute in their determination
that Jews will not be political footballs or geopolitical pawns.
We implore Jews in this nation and also their fellow Americans not to
allow a divisiveness to sap the strength that holds all men of good will
together.
The United Jewish Appeal has been proclaiming to the nation and the
world that “We Are One.” Indeed, we are.

Anti-Israel Moves Seen
At N. Y. UNESCO Session

Arab states and the Pales-
tine Liberation Organiza-
tion observer delegation
intend to rap Israel for its
recent initiatives in the
administered territories
during the forthcoming ses-
sion of UNESCO’s Execu-
tive Council due to open
here Sept. 12. The four

Libya — plan to attack

educational and social ser-
vices to the West Bank and
Gaza Strip.
Arab delegates to UN-

tions have not yet announc-
ed whether they will pro-
pose a formal resolution
condemning Israel.
Such a resolution could
precipitate a new UNESCO
crisis similar to that provok-
ed two years ago when the
UNESCO General Confer-
ence passed a resolution
condemning Israel’s actions
in Jerusalem and the
occupied territories. Wash-
ington resumed this sum-
mer paying its dues after
having suspended them for
two years.

WASHINGTON HEARS...
PLO Can Open Office
Without U.S. Permission

Two U. S. government
departments said that the
Palestine Liberation Organ-
ization can open and oper-
ate “an information office”
in Washington without first
obtaining U. S. permission.
Their statements came
amid reports that the PLO,
which has observer status
at the United Nations and

JERUSALEM [JTA] - A
newly formed Arab group
on the West Bank declaring
itself to be against the
Palestine Liberation Organ-
ization is under bitter
verbal attack by the Pales-
tinian mass media both in
the ocupied territories and
abroad. Hussein Shuyuhi of
Hebron, the leader of the
group, denounced PLO
chief Yasir Arafat and
charged that he was steal-
ing Palestinian money.
Shuyuhi also claimed that
he has received threats but
these will not stop him from
conducting his anti-PLO
campaign. As evidence of
this, leaflets were distribut-
ed yesterday throughout
the West Bank condemning
the PLO. Nevertheless, a
press conference which was
to have been convened
yesterday in Jerusalem by
the group was cancelled the
last minute by its organi-
zers. The reason, they said,
was that Shuyuhi had
suffered a “slight heart
attack.”
