only to a Jewish newspaper serving the Jewish community but also to a
member in good standing of B’nai B’rith. These are legitimate demands ac-
cording to the non-profit corporation laws for the State of Texas and
especially for non-profit organizations operating as charitable institutions.
The president of Isadore Garsek Lodge of B’nai B’rith has written a letter
to the editor which appears on Page 19. We are printing it in its entirety. It is
mainly a defense of the contract with Howard Publishing Company’s
representation for B’nai B’rith. It states: “Howard Publishing is a reputable
member of the Los Angeles Business Community. It is a member of the
Better Business Bureau, the United States Chamber of Commerce, and is
..licensed by the Justice Department of the State of California. The company
■president, Howard Stecher, has been a member of B’nai B’rith for 10 years.
l»He is also a member of B’nai B’rith Century and President’s Clubs.”
Stocker said he heard this claim on behalf of Howard Publishing Com-
pany made by several B’nai B’rith leaders at different times and in different
places. He said it was made over and over again to delegates at the recent
District 7 convention in Irving held last month in order to substantiate
Howard Publishing Company’s reputation.
The California legal authority reiterated it was a false statement.

We believe in equal time.
We also believe that we owe it to the heritage of B’nai B’rith, and the wor-
thy departed men and women for whom many Lodges,Chapters and Youth
Groups are named as an honor, to have B’nai B’rith cease and desist this
high-pressured boiler room operation with Howard Publishing Company in
the name of B’nai B’rith — a worthy charity.
In this letter which is signed by Dr. Ron Stocker, president of the Lodge,
the claim that Howard Publishing Company receives 80 percent of the
gross is finally acknowledged. In many instances allegations were reported
to the Texas Jewish Post that it was “lying” about the veracity of the split.
jNow, at long last — and in writing — we have testimony that what we have
[been saying is true.
Stocker is an honorable man and a reputable educator. However, on
behalf of his “officers and board members,” he tries to defend the
operations and costs of doing business with Howard Publishing Company
which we think is negligible and inaccurate. Anyone in the profession
jjknows that reputable agencies charge 15 percent for their commission and
■post times no additional costs for ad preparation. In the case of Howard
Publishing Co., most of their ads are from telephone yellow page reproduc-
tions or from recent copies of English-Jewish newspapers in District 7.
The claim that Howard Publishing Company is “licensed by the Justice
Department of the State of California does not bear witness to the actual
Jacts. An investigation by the TJP with one of the highest officials in
■charge of the Attorney General’s office in California revealed that Howard
^Publishing Company’s name does not even show on their computer. Fur-
thermore, the official said no one has the right to say they are licensed by
the Justice Department of the State of California. He said it is not true.

DEAR SIR:
In recent weeks the
publisher of the Texas
Jewish Post has criticized
the advertising practices of
■ the Voice, the District
£ Seven B’nai B'rith
publication. This letter
outlines the background
and objectives of the Voice
so that the community will
more clearly understand
what actually is involved.
£ The Voice is published
monthly, 11 times a year. It
is the only District vehicle
that informs its member-
ship of B’nai B’rith ac-
tivities, locally, nationally,
and internationally. Prior to
■ 1986 approximately
■ $12,000 was expended an-
m nually from the general
fund for this purpose. This
necessitated a dues levy of
$1.00 per annum on each
member. In addition, con-
tributions were solicited
■ from members, lodges and
■ units. Time and effort ex-
™ pended by our volunteer
membership to raise funds
through local advertising
fell far short of the goal.
For some time the eight-
■j Daee Voice has insufficien-
■ tly serviced the District’s
N needs. Without professional
advertising assistance, the
h Voice could neither be self-
■ sufficient financially nor
Of adquate in accomplishing
its mission. With a
professionally directed ap-
proach, the District is con-
fident that our seven-state
advertising market will ac-
commodate its objectives.
Based on several con-
siderations, Howard
Publishing was chosen as
the organization which best
fits the District’s needs. It
has been servicing other
districts successfully for as
long as 10 years in
amicable coexistence with
English-Jewish newspapers
in their respective
locations. The use of
Howard Publishing was not
intended to cause hardship
for any Jewish newspaper.
Publishers of other English-
Jewish newspapers have, in
fact, benefitted from this
process by increasing their
awareness of new potential
advertisers. With a positive
attitude, each of the
publishers of Jewish-
American newspapers in
District 7 also would
benefit.
Howard Publishing is a
reputable member of the
Los Angeles Business Com-
munity. It is a member of
the Better Business Bureau,
the United States Chamber
of Commerce, and is licen-
sed by the Justice Depar-
tment of the State of
California. The company
president, Howard Stecher,
has been a member of
B’nai B’rith for 10 years. He
is also a member of the
B’nai B’rith Century and
President’s Clubs.
As has been reported in
the Texas Jewish Post, our
net income realized from
Howard Publishing is a full
20% of total advertising
receipts. The 80% paid to
Howard Publishing for its
services covers all of the
expenses applicable to this
advertising effort which in-
clude advertising typeset-
ting, camera-ready copy,
billing, preparation of
statements, collections,
telephone service (in-
cluding a Watts line) sales,
operating and ad-
ministrative expenses, per-
sonnel costs, and other ex-
penses.
The District uses the
remaining 20% to offset
the expense of publishing
and distributing the Voice,
which has now been ex-
panded four-fold from eight
to approximately 30 pages.
The expansion has resulted
in a monthly publication
which is able to serve the
needs of the District. The
successful arrangement
with Howard Publishing has
resulted in a much more ef-
fective Voice, recycled fun-
ds for other worthwhile
projects and made possible
the planned elimination of
the $l-per annum dues
levy.

Moreover, we believe B’nai B’rith — with the highest rate of dues and
assessments of any major Jewish fraternal organization in the nation —
can find ways and means of subsidizing their house organ as a fine
reputable and informational product without losing the respect and in-
tegrity it deserves. It is a much better way than continuina a scam
operation iust to make a few bucks no matter who is hurt and regardless of
what tactics are used for the promotion of those bucks.___
