That great game of “Catch-22” has its greatest personification in the
Soviet Union by the myriad maze of regulations designed to discourage
Jews from attempting to leave the U.S.S.R. to emigrate to Israel.
Syrian City Demolished
After 300 Soldiers Killed
The International Council of B’nai B’rith has just published a guide
written by an anonymous Soviet Jew who still resides in Russia.
Previously entitled “How to Emigrate to Israel from the U.S.S.R.,” it had
been published by Hebrew University and was distributed underground in
Soviet Russia.
The guide, a “samizdat” or underground pamphlet, cautions potential
emigres about the psychological booby traps and pitfalls designed to
prevent, delay or discourage their departure.
A release on the conditions says: “Probably the worst of all pitfalls is
not even an “official procedure (but) it is that applicants are vulnerable to
the whims of even the lowliest and frequently jealous and anti-Semitic
clerk.”
The unknown author advises optimism and cheerfulness and has a
special subchapter which says: “Don’t Lose Heart.”
Following is part of the release on the guide which Rep. Dante B.
Fascell (D-Fla.), chairman of the Commission on Security and
Cooperation in Europe monitoring the Helsinki Accords for Congress,
calls: “particularly timely;”
Noting that Soviet Jewish emigration is now at its lowest point in five
years, Fascell said Soviet authorities have recently instituted harsh
restrictive measures.
“Harassment of longterm refusniks has heightened, culminating in the
arrest, detention and orosecution of several leading would-be emigrants,”
the congressman said. He also stated anti-Semitism and discrimination

Reagan Says U.S. Is Trying
To End Alideast Arms Race

WASHINGTON [JTA] -
President Reagan said that
the U.S. was trying to end
the arms race in the Middle
East by continuing from
where “Camp David left off
and bring about a peace in
the Middle East.”
U.S. policy is “to try to
persuade, particularly the
more moderate Arab states,
to join in the peacekeeping
process with Israel,” the
President said in response to
questions at a nationally
televised press conference in
the East Room of the White
House.
Reagan maintained that if
this peace was achieved,
then the only weapons that
would be needed by the
Middle Eastern countries
would be to meet an
“external threat” from coun-
tries such as the Soviet
Union. He rejected a claim
by an unnamed Saudi
Arabian official that the U.S.
was nothing but an “arms
salesman” in the Middle

East.
Reagan again stressed
that there are “no differ-
ences in (Middle East)
policy” between Defense
Secretary Caspar Weinber-
ger and Secretary of State
Alexander Haig. He said he
had to “reassure” Israeli
Premier Menachem Begin
this week because of the
“overblown way” in which
Weinberger’s trip to Jordan
was “portrayed in (news)
stories.” Reagan reiterated
that there was “no change”
in the U.S. support of Israel.

Reports had circulated in
Europe prior to the week of
Feb. 1 that Syria had
backtracked a trifle and
would consider some sort of
peace negotiations with Is-
rael providing Israel with-
drew from all “occupied”
areas.
Even though the report
was rejected by Israeli
officials it was looked upon
by others and regular
Middle East observers as
intriguing. Why would hard-
liner Syrian President Hafez
al-Assad even allow one of
his ministers to propose
such a gesture when only a
few days before he himself
had vowed to fight to the
death of every last Israeli
even if it took “150 years.”
Now the shouting comes
out with the shooting.
By February 2, what had
been long smouldering dis-
content and revolt broke out
into open warfare in Hama,
Syria, a stronghold of the
Sunni Moslem maj.^ty and
opposed to Assad’s Aiawite-
dominated Government.
Shades of a Khoumeini
type revolt appeared omi-
nous. By February 2, it was
reported this week, over 300
regular Syrian soldiers of
the 21st Mechanized Infan-
try Brigade, 3rd Armored
Division attempted to raid a
Moslem Brotherhood strong-
hold where an arms cache
was stored.
One account said the
Syrian soldiers were wiped
out and that nearly every
Syrian regular, if not all,
were killed by the Moslem
Brotherhood.
The arms, a report said,
had been brought in from
Jordan with funds supplied
by Iraq.

been singing Syrian praises
even during his recent visit

Sharon: Israel Has No Plans
To Attack Southern Lebanon

Defense Minister Ariel
Sharon affirmed that Israel
had no plans to attack
southern Lebanon but said it
would react sharply to any
threat from across the
Lebanese border or Syria.
Sharon, in a television
interview, defended Deputy
Premier Simcha Ehrlich who
has come under attack from
both Likud and Labor MKs
for allegedly leaking Israeli
plans to invade Lebanon to
Israeli reporters and claim-
ing his intervention caused
their cancellation.
Ehrlich could not have
“leaked information about a
government plan and claim-
ed credit for having stopped
it because there was no such
plan,” Sharon said. Ehrlich,
who is also Agriculture
Minister and a leader of the
Liberal Party wing of Likud,
vehemently denied leaking
any plans and offered to take
a lie detector test. Premier
Menachem Begin has report-
edly given Ehrlich his full
support.
But both the coalition and
opposition party whips, Ron-
ni Milo of Likud and Moshe
Shahal of the Labor Align-
ment, accused Ehrlich of
leaking State secrets. Milo
demanded that Ehrlich re-
sign. Labor Party circles
said Ehrlich made his
remarks at an off-the-record
meeting with Israeli report-
ers last week and called on
the reporters to submit
sworn statements to that
effect.

Emptive Strike
Speculation that Israel
planned a pre-emptive strike
against Palestinian terror-
ists in south Lebanon in-
creased two weeks ago when

Jews For Jesus Rebuffed
By Spring Valley Churches
NEW YORK [JTA] -
Four ministers of the Spring
Valley (N.Y.) Christian com-
munity were approached by
members of the Jews for
Jesus group and were
refused permission to use
the ministers’ churches for
their proselytizing, Dr. Phil-
ip Abramowitz, director of
the New York Jewish
Community Relations Coun-
cil Task Force on Mission-
aries and Cults, has report-
ed.
Abramowitz told the Jew-
ish Telegraphic Agency that
the four ministers had
reported to the Task-Force
the effort to infiltrate the
Spring Valley community.
He said he was told by the
Methodist and Christ Re-
form clergymen that they
had been approached by
Jews for Jesus seeking
permission to conduct “edu-
cational” programs in the
churches to explain the
movement to Christians.
The Jews for Jesus target is
exclusively Jews.
Fearing that the presence
of Jews for Jesus in their
chuches might be an affront
to the Spring Valley Jewish
community, the ministers
refused the cult members
permission to conduct such
activities.
It was not clear why the
Jews for Jesus had chosen a
New York area heavily
populated by Orthodox and
Hasidic Jews, who would be
likely — particularly Hasidic
youngsters — to provide a
forceful response to such
“education.”
It was such concerns
which prompted the minis-
ters to contact the Task
Force. Abramowitz told
them that the Jewish com-
munity would consider the
presence of Jews for Jesus
not only a disturbance but a
threat.

Hall Returns
Harvey Weiner, host of
the Jewish Music Hall,
which was abruptly can-
celled by KERA-FM Pub-
lic Radio Feb. 7, told the
Texas Jewish Post Tues-
day the Jewish Music
Hall will be back “on the
air Sunday, March 7.”
KAAM, 1310 AM, a
commercial station, will
broadcast the show
weekly from 11 a.m. to 1
p.m.
The JMH will continue
with a lively format of
Hebrew, Yiddish and
English songs, music,
humor and news.
