applications under the' Federal
Restitution Law of Germany will
expire on December 31, 1958, the
Conference on Jewish Material
Claims Against Germany announc-
ed today. The Law deals with
claims for compensation, in lieu
of restitution, arising from the
confiscation of moveable property,
such as furniture, securities, bank
accounts, foreign currencies, jew-
elry, precious metals, libraries,
stamp collections, machines, goods
in stock and the like.
Two provisions of the Law are
of particular importance to Nazi
victims. The first provides that
compensation claims may be sub-
mitted for moveable properties, of
the kinds described above, thait
were confiscated outside the ter-
ritory of what is now the German
Federal Republic or Berlin but
that were subsequently transport-
ed into that territory or into
Berlin. The confiscated properties
must have had a minimum value
of 1,000 Reichsmark.
The submission of proof is ne-
cessary that the property was
confiscated and carried off to the
territory of the German Federal
Republic or to Berlin.1 With re-
spect to p r e c i ous metals and
stones, silverware, foreign cur-
rency, and the like, the proof of
ultimate destination can generally
be established on the basis of
Nazi measures since assets of this
kind were usually delivered to Ber-
lin. In the Western lands under
former occupation, such as France,
Belgium, Holland and Luxem-
burg, the contents of Jewish a-
partments, securities, cult ur al

For valuables confiscated in the
former eastern regions, in par-
ticular in the Government Gen-
eral of Poland and in Czecho-
slovakia, claims should also be
submitted wherever proof exists
that they were carried off to the
territory of the German Federal
Republic or Berlin.
A second provision in the law
grants the right to compensation
for goods in-transit confiscated
outside Germany, provided -that
the persecutee-owner emigrated
from the area of the German
Federal Republic or of West Ber-
lin.
The filing deadline has already
had one extension and the grant
of a second one appears unlikely.
Claimants are urged to communi-
cate at once with lawyers who are
experts in indemnification mat-
ters, or if this is not possible, with
the nearest office of the United
Restitution Organization, so that
application forms can be filled out
properly and submitted to the com-
petent German authorities be-
fore the deadline date expires on
December 31, 1958.
