$4.75 million bond election

With only one board member
not present, the Joshua ISD trus-
tees set a date for a $4,725
million school bond election to
. be held in the fall. Originally set
for Sept. 19, near the end of the
' meeting, the board amended the
first motion and changed the
bond election date to Sept. 26
because of a conflict. A TASB
Delegate Assembly falls on the
same weekend.
Both academic and extra-
curricular facilities are planned
tor construction from the bond
monies, should the Joshua elec-
torate approve the proposals in
September. A new elementary
school is planned, as well as ad-
ditional classrooms and science
laboratories at the high school
and at the intermediate school
building. A junior high band hall,
j improvements to the football
stadium and the fieldhouse will
tall within the proposals for
. "construction.
Before setting the date for the
election, however, Joshua trus-
tees heard a report from bond
consultants Noel Johnson and
Leon Johnson, reviewing what
their part would be in the pro-
cess ot the bond election and
bond sales process.
The consultants serve as coor-
dinators in many areas of the
bond proposal, including assum-
ing liason status with the attor-
neys to assure that everything is
done according to legal guide-
lines, said Leon Johnson "We
will assist you in meeting what
the market will like, and in help-
ing the board determine the
point ol resistance in the com-
munity,” he said. School bonds
sell better than city bonds, ac-
cording to the expert, because
they are allowed to issue un-
limited tax bonds.
He emphasized the first thing
necessary was to pass an election
order, pointing out legal re-
quirements to do so, and he went
over changes in the law which
will affect the Joshua election.
In a proposal to the trustees,
the consultants had assumed an
8 percent interest rate. "That may
seem high in today’s market, but
we've put a hedge into it for plan-
ning purposes," he said.
Johnson indicated that the
Joshua ISD has an excellent rat-
ing from previous bond issues
and sales and that protecting that
rating would be very important
to the financial picture of the
bond sales. "You will be compet-
ing with all other types of in-
vestments on the bond sales.
Even with an approved bond el-
ection you would have to wait
until you have the lunds on hand
belore entering into a construc-
tion contract," he said The im-
portance ot the timing at each
step was emphasized because of
the board’s desire to have con-
struction completed bv the 1988-
’89 school year.
Selection of an architectural
and a construction management
firm will be done in an upcoming
regular school board meeting
The board approved a resolu-
tion in support of calling for an
election (a distnet-by-distnet
referendum) to provide a tax levy
for the Johnson County campus
of Hill College. To replace leased
buildings now being used by
county students, the proposal is
for a five building campus to be
constructed and maintained.
