Responses to police survey to serve
as roadmap for department services
BY SALLY ELLERTSON
,ThfrBurleson Police Department
asked your opinion far the fourth
year in a row and they weren't sur-
prised by the results.
"We really didn't know how it
was going to turn out but I think that
we generally felt that we were doing
a pretty good job in most areas and I
think the survey reflects that," Burle-
son Police ChiefRoger Rountree said.
"This (results of the survey) will act
as our roadmap to where we can
improve on services and an indica-
tion of community values."
Approximately 720 question-
naires were mailed out randomly and
almost 30 percent (213) were re-
turned. Of those returned, the rating
was either good or average.
The ratings went from (l)-poor,
(2)-fair, (3)-average, (4)-good, and
(5)-cxcellcnt. Of the 26 categories,
42 percent received good ratings with
DARE education, courtesy of uni-
formed officers, and courtesy of tele-
phone operators receiving the high-
est ratings.
"I don't think that was a surprise
to us," Rountree said of the top three.
"Especially on the DARE program.
Effective tax rate must he re-figured
County budget, tax rate delayed
by NANCY HUCKABY
Johnson County Commission-
ers were notified late last week that a
recent bill passed by the Texas State
Legislature will affect the way the
county figures its effective tax rate.
Because of that, at the regularly
scheduled meeting on Monday, Sept.
9, Commissioners delayed accept-
ing the proposed combined rate of
justover.35per$100valuation. They
were also forced to delay approval of
the$17million 1991-92 budget until
the new effective tax rates can be
figured.
Precinct 2 Commissioner Ron
Hannon said, however, he did not
expect any significant change in the
rate because of the new figures. He
explained that the new legislation
allows the county to add the cost of
holding prisoners in the Johnson
County jail who should be in Texas
Department of Correction facilites.
He said he is hoping that the change
will allow for a smaller percentage
increase than expected.
However, the problem is that no
one is sure exactly how to determine
the new rates, factoring in the extra
revenues. Last year the county logged
10,300 prisoner days.
Citing a $16 million shortfall
over what it had expected to levy
taxes on, and another $16 million in
property value that is under protest
the Commissioners, at their last
meeting had been considering a tax
hike of just over 1.5 cents above the
1990-91 effective tax rate.
According to County Judge Joe
Durham, for an average property val-
ued at $50,000, owners would have
been looking at a $7.25 per year in-
crease.
Precinct 2 Commissioner Ron
Harmon said he was pleased with the
$17 million budget for the county,
which he called "bare bones."
"We scrutinized everything very
heavily to be sure we had the very
best budget and still be able to pro-
vide an acceptable level of service
for the public," he added. "The amount
we set will probably still be under a
15 cents per week increase (for most
property owners)."
The ad valorem rate of .29382
per $100 valuation equates to a 7

percent increase over last year, and
the ,06315 per $ 100 lateral road rate
equates to an 8 percent over last year's.
Because of state law, any time a gov-
ernmental body raises its effective
tax rate more than 3 percent, a public
hearing must be held.
The commissioners had already
held the public hearing on the tax
rates, and was scheduled to conduct
one on the budget last Monday.
However,, both will have to be reset
because of the new calculations.
Harmon said the second public hear-
ing on the tax rates is set for Friday,
Sept. 20, with the vote for approval
scheduled for Monday, Sept 23.
In what they hope will also be a
way to add additional revenue to the
county's coffers, commisioners ap-
proved a contract which will allow
the juvenile detention center to house
juveniles for other counties for up to
a year at a time.
Harmon explained that this
would entitle the county $55 per day
per prisoner. The otheFCounties could
then be reimbursed by the state for
the expenditure.
The juvenile detention center
was opened at the old jail in 1988
when the adult facilities were moved
into the new county jail building. It
currently will house 24 inmates. Har-

we knew we would come out posi-
tive. On (he courtesy angle, we’re
very proud of that."
The other categories rated excel-
lent were: courtesy of detectives, re-
sponse time to emergencies, general
helpfulness of patrol officers, gen-
eral helpfulness of telephone op-
erators, crime prevention/Operation
ID, victim assistance, public rela-
tions program/teddy bears, and ef-
fectiveness of patrol officers.
"I'm panic ulary proud of that,"
Rountree said of the high rating for
the effectiveness of the patrol offi-
cers. "That means we're doing our
job."
The three categories that got the
lowest ratings—traffic enforcement/
neighborhoods, visibility of patrol
officers/neighborhoods, and control
of illegal drugs—were three of the 15
labeled as average.
"Where it (survey) shows need
for improvement is basically visibil-
ity and traffic enforcement in neigh-
borhoods," Rountree said. "With the
manpower level that we have and all
of the other activities that we do, we
felt it would turn out just the way it
did. Right now, as it stands, there are
two more officers coming on that
will helpoutagrcatdeal. Beyond that
I don't know that there's really much
we can do. Over the years we have
tended to place the officers in the
higher visibility locations like Hwy.
174 and a little bit on 1-35 to control
the traffic in the heavily traveled areas.
The officers still do their best to get in
the neighborhoods but the direction
over the past three years has been to
spend time on the thoroughfares."
The low ranking on controlling
illegal drugs is a little puzzling.

Little Hands Create Float
Lots of little hands, including 5-year-old Andrea Byrd's, helped stuff
crepe paper into the wire mesh that would make up part of the Kid's
Kampus float for the Homecoming Parade. The float will center around
the nursery rhyme of the old woman who lived in the shoe. The Kid's
Kampus kids, personnel, and the children's parents worked on the float.
