ANOTHER COURT VICTORY
To the mind of the layman the workings of our
courts and the technical maneuverings of skilled
lawyers are often confusing. A case at hand is that
of the municipal light plant litigation concerning
which another decision favorable to the plant was
handed down by Judge Few Brewster of the Dis-
trict Court at Belton last Saturday. The case how-
ever has again been appealed to the higher courts
by the plaintiffs.
The plaintiffs in this case originally sought to
secure an injunction restraining the city from con
structing the plant hailing m this they sought to
restrain the City of Bartlett from executing and de-
livering the revenue bonds in payment of the plant
and failing likewise in this effort they are now seek-
ing to restrain the city from paying interest and
principal of the revenue bonds executed for pay-
ment of the municipal light plant.
Though an adverse ruling is unlikely it is inter-
esting to note that should the higher courts rule
against Bartlett in this case that is declare the pay-
ment of interest and principal of the revenue bonds
illegal Bartlett would become the owner of the
plant without having to pay for it. Such a ruling
however would not remove the moral obligation
of the city to pay the revenue bonds and Bartlett
has never defaulted its obligations and would not
in this instance take advantage of a technicality to
avoid payment of this just obligation.

when his name was brought up in connection with
the Senate's investigation of the lobbying activities
of John W. Carpenter of the Texas Power & Light
Company.
In some respects Mr. Molyneaux is a most re-
markable editor and publisher. He is able to edit a
successful magazine without carrying an apprecia-
ble amount of advertising and as far as the Tribune
can gather those who receive the magazine do so
without subscribing to the publication.

3 or 4 parts lime or a low grade
flour and then this mixture
should be dusted at about the
same rate per acre as calcium
arsenate. If you use it as a
pray use 1 1-2 pounds to 60
barrels.adding about S pounds of
lime to each barrel.
On account "of the cost of the
two above mentioned control
measures many farmers are us-
ing white arsenate (don't con-
fuse white arsenate with cal-
cium arsenate as calcium arse-
nate lead arsenate and white ar-
senate are all white) which will
burn the cotton if used in ex-
eoss and if used as a dust will
completely burn. It can only be
used as a spray as follows: 5
pounds of white arsnic in 5 gal-
lons of water; boil two or four
hours fill the vessel back to the
5 gallon mark (do not let the 5
gallons boil down too much keep
it fielld up) then use 1 1-2
quarts of this stock to one bar-
rel of water. Caution: Do not
put this ontoo heavy; do not
stop spraying and let this drip
on the cotton and do not use
more than is recommnded. It
is bad to bum. Some people
claim that 5 pounds of sal soda
put in with the 5 pounds of
white arsenate will help it to
dissolve and sometimes they
used about 5 cans of concen-
tratd lye; however the results
obtained are almost as satisfac-
tory without using the sal soda
or the lye.
