Slowdown mires legislation

Deadlines for legislation to meet ordkare fast approaching,
and so the Texas House <rf Representatives last week worked
evenings, including Saturday morning, May 7.
But the body fell short of its goal of debating long lists of
will save taxes
The bond issue that voters have been casting ballots on
during early voting that ended Tuesday and with the main
vote coming Saturday is a win-win for students and
taxpayers.
First, the most important aspect of the entire issue is the
students - providing them a safe, friendly and stimulating
environment in which to learn The schools have provided a
great teaching staff and incredible technology now it is up to
us as voters to provide a facility.
As noted in one public meeting and a tour of the old high
school now used as a middle school, the building is nearing
the condemnation stage and both multi-story buildings on
that campus are a nightmare from a security standpoint.
There is a great plan in place arrived at by a committee of
those who took the time to study the issues and a host of
proposals to provide the biggest bang for the buck that Is
possible at the lowest possible price, plus preserving the
historical aspect of the campus.
In addition to this plan, a very low interest loan for the
$5,444 million bond is available now but will not be available
next month That low interest loan will save $3.5 million as
compared to having conventional financing.
Approval of the bond issue will require a tax increase of 9.1
cents, costing the owner of a $100,000 piece of property $91
a year for 1 (> years. That's a small price to pay for what we will
get out of it. There will be no tax increase for those with a
homestead who are over (>5.
Another aspect of the proposal is with the economy in its
current state, contractors are looking for work. Bids are
expected to come in low and that will also create local jobs.
The bond issue does not involve the demolition of the old
elementary school. That issue has already been approved
when the board approved a bid for the- work in January' after
3-years of consideration.
Preservation of that building in the new plan was considered
from several angles but was rejected by the committee* as not
realistically feasible.
The plan is to build a one-story building for 7th & 8th
graders, making it look historical to fit in with the campus,
remodel the old high school (now the middle school) into an
administrative complex, remodel the old gym and science and
library wing to fit modem educational requirements. This plan
would make use of other facilities on that campus such as the
lunc hroom, band hall and auditorium and athletic facilities.
If you have kids that are now in great facilities at the
elementary and/or intermediate campuses, don’t you want
your c hild to have1 as nice* a place to attend school when they'
get into the 7th & 8th grades?
Your vote- TOR the* bond issue is requested. But, more*
importantly , your vote and voic e needs to be heard.

Too much asphalt!
I don’t know if you've been in one of the Texas metro
areas in recent months or years but if you have, you can
instantly identify with this problem - there is way too
much asphalt.
And of course, that asphalt is covered with way too
many vehicles of all types.
We are all guilty of this kind of lifestyle in Texas as well
as most southern and southwestern areas - we can’t live
without our “wheels.”
Something has got to change as we simply cannot keep
building more and more roads.
And we wonder where all our state money is going and
why the roads and bridges we have aren’t better
maintained.
I’ve been in Houston, Dallas, Fort Worth, San Antonio
and Austin in recent months and everywhere you look,
highways are being built like crazy. Roads are being
widened and in one area in Houston, there were 12 lanes
of traffic. And think about what all this adds to global
wanning!
1 guess you could say this is a problem nationwide as
we as a society are spoiled. You won't find that problem
in other countries where mass transit is a way of life,
much more efficient and less costly.
By mass transit, I mean busses, subways and trains.
I really enjoy the efficiency of subways when I visit New
York City, Washington, D.C., Tokyo and Chicago as well
as a number of other cities. Dallas and Fort Worth as well
as other big cities including Houston, Austin and San
Antonio have a semblance of mass transit but we as the
public simply reject that mode of transportation.
In order for mass transit to work, we've got to use it.
Mass transit in many cities currently are having a tough
time staying alive due to lack of use, which results in
dwindling revenues.
I'm just as bad or even worse than others in that 1 really
enjoy the freedom that having an auto gives me.
However, if 1 lived in New York, Tokyo or the other cities
that have great transit systems I would not want to own
a car. Owning vehicles is a really big part of our budget
with the purchase price, gas, upkeep, insurance, etc.
Living in one of the bigger cities makes parking a big
part of the problem. And of course, big city streets are
cluttered with traffic.
I don’t know if we in this part of the world will ever
break the cycles of “freedom of the road" but states are
running out of money to maintain and build other roads
to take care of a shifting population.
We already pay a big part of our fuel bill to state taxes,
plus there are other fees that go into road construction
and maintenance. And as more roads are built, the cost
goes up as well.
There’s got to be an end to this cycle and we as the
public have got to figure out what we can do. We do need
to use public transportation, we need to carpool, work at
home and I’m sure there are many other solutions on the
drawing board.
Mass transit in small towns is not really practical but at
one time, Dublin did have a trolley car and there were
trains running between towns all across the nation. Many
of those rails still exist and somehow we've got to get
bac k to being more efficient in the movement of goods
and people.
As we have all heard, the nation's infrastructure is
aging and crumbling and one of the biggest problems is
the road system and bridges in that system.
This is something that needs some attention.

HB 400, the public education “flexibility” bill lay Rep. Rob
Eissler, R-The Woodlands, was in the pack. The bill would
allow school districts to increase the students-to-teacher
ratio, furlough teachers and reduce their pay in the name of
saving money.
Last week, Gov. Perry suddenly ordered the Legislature to
put “loser pays" legislation on the fast track as an emergency
item. That’s HB 274 by Rep. Brandon Creighton, R-Conroe,
amending civil court procedure. In floor action on Saturday,
parliamentary inquiries, points of order and a spate of
amendments dragged out the debate. The bill was tentatively
passed and soon after, the House recessed. When this
happens, other bills die because there won’t be enough time
to bring them up on following days.
The last day of the session is May 30, and this week,
important deadlines for legislation kick in, such as Monday,
May 9: Last day for House committees to report House bills
and joint resolutions (proposed constitutional
amendments).

About 60 Senate bills and 15 House bills have made it
through the gauntlet to Gov. Perry’s desk. As of May 8, only
21 Senate bills and no House bills had been signed by the
governor. Here are a few of the signed ones:
• SB 24 by* Sea Leticia Van de Putte, D-San Antonio, and
House spoasor Senfronia Thompsoa D-Houston, relating to
the prosecutioa punishment, and certain criminal and civil
coasequences of offeases involving or related to the
trafficking of persoas and to certain protections for victims
of those offeases.
•SB 37 by Sea Judith Zaffirini, D-Laredo, and House
spoasor Elliott Naishtat, D-Austin, extending the life until
Sept. 1, 2017 of the Promoting Independence Advisory
Committee to ensure appropriate care settings for persoas
with disabilities.
■ SB 115 by Sea Carlos Uresti, D-San Antonio, and House
sponsor Pete Gallego, D-Alpine, limiting the liability of space
flight entities to encourage development of a commercial
space launch industry In Texas.
•SB 309 by Sea Chris Harris, R-Arlington, and House
sponsor Diane Patrick, R-Arlington, making the Academy of
Country Masic Awards, the National Cutting Horse Association
Triple Crown, and a national convention of the Republican
National Committee or the Democratic National Committee
eligible for the state's Major Events Trust Fund program and
to require a study of the
measurable economic impact
of the events.
