2013 Santa 'ops:
Ennis came through
Sgt. Randy Owen with the Ennis Police Officers Association
said last-minute donations helped push the annual Santa Cops
toy drive over the top on Thursday. A $500 donation from Allen
Samuels Autoplex along with a pickup truck full of toys, along
with a donation from Datasource and eight bicycles from an
anonymous donor allowed the officers to meet their goal of pro-
viding gifts to 325 children. “Ennis came through for us,” Owen
said.
Deadline for
road project
approaching
Nick Todaro

The city’s 2014 road program is set for a series
of go-ahead steps in the new year, with the promise
to pare down its current costs to meet its expected
budget still unfulfilled.
Estimated total costs for the coming year’s as-
phalt overlay work as written are $7,425 million on
a budget of $6 million. City Manager Steve Hower-
ton said commissioners have a deadline in Janu-
ary to finish paring down the list of roads on the
table. Wards 1, 3 and 4 are the most over the $1.2
million per-ward budget for the program at pres-
ent.
All tolled, the project calls for 63 blocks of
streets at about 14 miles of asphalt overlay work,
with each ward set for about $1.2 million in au-
thorized projects.
After bid-letting, streets near the bottom of the
priority list in each ward could be cut from the
budgeted 2014 work, depending on available funds.
Howerton, on his way out of the city manager’s
post after more than three decades and road con-
struction efforts, worked to set up the transition as
smoothly as possible. Calling for the city’s engi-
neer on the project to complete design documents
in January or early February, he has a tentative
April 1 date set for bond sales that would fund the
$6 million project. That would perhaps clear the
way for a construction window from May to Octo-
ber, the months Howerton said are prime time for
road work because of weather.
Bush recognizes
Milford responders
Phil Banker

County Judge Carol Bush recognized during the
Dec. 19 Commissioners Court meeting department
heads from the various agencies that responded to
the Nov. 14 pipeline explosion in Milford.
Bush said because of cooperation, thorough
planning and the heroic efforts of first responders,
the incident resulted in no loss of life or property
to Ellis County citizens.
“We were so fortunate that there was no loss of
life, that there was no injury,” Bush said. “That we
were able to respond to a potentially devastating
situation with great facility because there was a
tremendous amount of collaboration between the
departments and the county. I was so proud to wit-
ness that.”
The explosion at the Chevron-owned pipeline
forced the evacuation of over 700 residents of Mil-
ford for several days. Chevron spokesman Justin
Higgs said a drilling crew punched through a 10-
inch liquefied petroleum gas pipeline during rou-
tine construction work, causing an explosion.
Bush recognized the police and fire departments
of Milford, Waxahachie, Ennis, Red Oak, Glenn
Heights, and Italy, as well as the Ovilla, Palmer and
Emergency Services District No. 6 fire depart-
ments, Desoto Fire and Rescue, TxDOT, Maypearl
Police Department, Hill County Emergency Man-
agement, the Ellis County constables, the Ellis
County Sheriffs Office, the Ellis County Fire Mar-
shal's Office, East Texas Medical Center EMS, Am-
ateur Radio Emergency Services and the Ellis
County Baptist Men.
“It reflected so well on your communities,” Bush
said. “Emergency preparation pays off.”
