CLIFTON - Clifton City Coun
cil adopted a mobile home ordi
nance that regulates the
installation of HUD manufactured
homes within the City of Clifton
and requires permits far the con-
struction of future manufactured
home parks Alderman David
Anderson was the only abstainer
to the revised ordinance because
he is a member of the Planning
and Zoning Commission, which
provided the ordinance
City Administrator Jerry
Golden said that this ordinance
does not apply to modular homes,
which are legally treated like
“stick-built houses.”
Since mid-1976, mobile homes
have been referred to as manufac-
tured homes by HUD. A manufac-
tured home is defined as a house
with wheels.

"TV study, in oar opinion, is not
complete without that informa-

Smith. “They have not done what
we ashed in order for us to make
a decision on whether to proceed.” added that signs
According to Golden, the blue posted in the parks with the hours
prints had been provided for ap of operation The council directed
proval by the council The council him to see that the signs are in-
stalled as soon as possible
The council amended an ordi
nance that provides for restricted
noun of usage of Dahl Park by ,
adding the Olsen Park swimming
pool to that ordinance
Dahl Park, located in a secluded
area, is closed to the public be-
tween the hours of 10 pm. and 6
a m Persons arrested in the park
between these hours are subject
to prosecution
The council limited access to the
swimming pool area of Olsen Park
when it is closed and provided the
ability to prosecute trespassers
who are caught there when it is
closed.
The amendment also prohibited
alcoholic beverages in both Dahl
and Olsen Parks and provided for
the installation of signs in Dahl
Park and Olsen Park in that re-
gard.
Streets
Golden reported that HDR En-
gineering recently delivered its re-
port on Clifton's Street Needs
Assessment. He described the
study as comprehensive. The
study, requested by the council last
year, projects that it will cost
dl, and with that study ih
ing completion, TxDOT recently
urged the current council to make
a decision as to whether it wants
to commit to the project or drop
out, as those earmarked funds
could be used elsewhere.
“In my view, we can’t commit
until the study is completed to our
satisfaction.” said Smith
Aldermen Joann Gloff, Damans
Neelley, Martha Chaney, and
James Corpier emphasized the
need to spend local money inside
the city limits first, primarily fo-
cusing on streets, which is what
they deemed the desire of the
Clifton residents
cost ap

proximately $16 million to i
tate all of Clifton’s streets. The
study included rehabilitation pro
posals about each street, as some
streets are in better shape than
others. A number of streets re-
quire massive rehabilitation, ac-
cording to the study, while others
require less strenuous corrective
measures. This is an issue that the
council will consider in detail at a
future meeting, it was noted.
Golden pointed out that some of
the streets are ancient. He re-
ported that HDR has classified the
“immediate-
million.
Mayor Smith was asked by Al-
derman Gloff if the cost could be
reduced by having the city crew do
the maintenance, to which he re-
plied that he did not know.
Golden said that the coat of street
materials is a nugor consideration.
Other Business
The council approved the Cen-
tral Texas Fkir and Rodeo parade
route for July 19 at 6:30 p.m.
Main Street Program Manager
Sharon Jones updated the council
on projects regarding the Main
Street Program.
The mayor reported that the
Parks Board is ready to submit a
$40,000 grant request to Texas
Trails to construct a walking trail
in Clifton City Park. He said that
the grant is actually for part of the
trail, but that it might be possible
to construct the entire trail for that
amount provided some extra local
assistance is provided.
