Bivins, along with her husband
Ray (Bowen’s father) and grandson
Joey (Bowen's son), have been in
the courtroom since the beginning
of the trial Bowen's sister Tem
had been there every day until her
health problems escalated, preclud-
ing the trip.
Since the jury reconvened Mon-
day for the punishment phase of the
trial, they have heard testimony
about shootings and fires in which
Roberts has participated, in addi-
tion to previous charges against
him of burglary in Houston, felony
theft in Louisiana and battery and
assault in Atlanta, Ga.
Also damning was the revelation
through testimony of an anony-
mous tip to the Polk County Dis-
trict Attorney’s Office of Roberts'
involvement in a possible homicide
in Natchitoches, La
Travis I. Trammell Jr., chief of
. investigations with the Natchito-
ches Parish Sheriffs Department in
Natchitoches, La., testified Monday
that the investigation into the 12-
year-old incident has been re-
opened since receiving the tip on
Roberts
When asked on cross examina-
tion if Roberts has been "more than
i
cooperative since in custody,” Cap-
tain Dennis Allen of the Polk
County Sheriffs Department testi-
, fied yes.
Asked on direcj examination if
Roberts has ever told Allen any-
thing in an interview that the inves-
tigator couldn’t corroborate, Allen
testified no.
Although the state rested its case
Tuesday, testimony continues and
is expected to conclude the begin-
ning of next week.

Bristow, the county’s legal consult-
ant, said.
“I think we’ve got a better piece
of property,” County Judge John
Thompson said, referring to the
Blanchard site.
Commenting that his concern is
economic development, Willis said
the project “will do the community
more good at Goodrich.”
“We can sell bonds on either one.
If the utilities are equal, I’m com-
fortable,” Michael Harling with
Municipal Capital said, adding that
the Blanchard site has advantages
over the Goodrich site, one being
that it is three miles from emer-
gency services such as the sheriffs
department and the hospital,
whereas the Goodrich site is nine
miles away from these same ser-
vices.
The time line for funding and
construction and a site visit by po-
tential investors was reviewed and
di scussed.
Bristow will be at a meeting Fri-
daiy in which the time line will be
fumed up and Harling is bringing
potential investors to view the site
on Monday.
"I think it’s imperative we get
this closed by the first week in De-
cember, or at least get the bonds
committed,” Harling said.
“Construction will take 14
months,” Kendall Phinney, general
partner with Hale Mills Construc-
tion, the builder, said.
In related activity, commission-
ers also approved selling the ap-
prox imate nine acres owned by the
county that joins the site for $2,000
an acre.
In other business, commissioners
approved a capital expenditure of
up to $7,400 to buy a new server
for county Internet services.
