It's a fact that in order to
combat the discomfort of
walking in frigid weather
over rugged terrain, people
living in central Europe's
mountainous region developed
a handsome comfortable
shoe of soft glove leather and
thick cushion sole . . .
This year’s economy tide, which
flowed high at the beginning but
ebbed somewhat as the session pro-
gressed, finally achieved a net cut
of nearly' 10 per cent below the
President’s budget estimates at
the beginning of the session. A
total of $6 billion was whacked
from requests.
Some of this is paper saving.
Some of it will be rubbed out by
later supplemental appropriations.
But all-in-all, the economy record
Of the session is worthy of some
praise. At the same time, some , _
unnecessary commitments for fu-1
ture spending were voted, and some J
old expensive and non-essential j f
program were continued.
For example, I led a drive to
cut out the annual $50 million
giants to the local communities
to help them with 'their sewer
systems. Spread over the remain-
ing 9 years of the program, if
stopped now and discontinued, the
amendment would have halted a
non-essential outlay which will
total $450 million.
But that economy effort was a
case where local pressures pre-
vailed. Initially successful by a
substantial vote margin? i my

final action twq days later after
an avalanche of telegrams flooded
Capitol Hill from City Managers.

longed for more Federal checks.
But that is the way the ball
bounces. The mammoth foreign
aid request was but by $1 billion —
a half billion .below the Senate's
figure and the full billion under
he Administration request.
Even though this trimming looks
good, fiscal headaches continue.
