TEXAS VOTERS TO VOTE
ON RETIREMENT < MANGES
, Austin, September 12.—The vot-
ers of Texas will be called upon
'Novembei o to make a decision in
i regards to changes in the retire-
ment program of state employees.
Speaking in behalf of the issue,
J. 0. Musick, General Manager of
,the Texas Safety Association, said
today, "The amendment, which will
be the first one on u hullot of three,
is not designed to ‘‘give’’ the state
employee additional retirement in-
| corne, but is to achieve a more
! equitable and realistic approach to
a program whereby lie can pay ftiv
additional security beyond retire-
ment.”
Mustek listed live outstanding
advantages lie roiisidered the
amendment hud to oiler
1. The employee bus the oppor-
tunity to select the highest salary
he has received for live consecu-
tive years, of the past ten, as a
ha is for Ids retirement scale.
2. The amendment eliminates the
inequity mid controversy between
prior service 5 and conti ihutory
iervice. This is a technical dis-
tinction and under the nev.t plan
each employee is a >uiired eipiitahlu
treatment.
The aniounl paid in by lower
salarii-d employees is reduced.
I 4. Allow, a trunsitory peiiod
(10 year I wherein no employee
should he deprived of preciously
accumulated benefits.
5. Reduces the eiiudoyee’s con
II rihution from 5 to 1'? percent and
; eliminates the $:i,f>0ti ceiling that
is imposed by the old plan.
h The new piogiiini, although
gieatly improved, Will not re ,ult
in addillonal (axation
i /‘The amendment will la- nf par-
| ticujai benefit to the T<‘xas De-
partrnent of Public Safety," Musick
aid. "In that it will create a
greater incentive for promotion and
tenure of service, and will be of
aid in recruiting more competent
personnel."
Musick explained that ho believ-
ed an adequate retirement program
i is one way we can offset the us-
ual low salaries which state em-
ploye- receive.
Of the other two amendments to
he considered on November .r>. one
.•■a'.* with an increase in payments
• ■ ( . dv. aged persons. The third

not the state should create a Texas
