OUTLOOK BRIGHT
FOR ARANSAS PASS
Developments of the past few
weeks have created a spirit of op-
timism never before experienced
in the history of Aransas Pass
and the government deep water-
way at this point. ,
The world’s war, a long period
of drouth, followed by disastrous
hurricanes of the past half dozen
years created a spirit of pessi-
mism among many who could
not view the future clearly and
whose activities have been re-
strained by fear and uncertainty
as to what tomorrow might have
in store. These fears have been
accentuated by the general un-
rest of the commercial conditions
throughout the United States and
the world. And, then, there has
been the uncertaintity of the
Mexican situation and the possU
bility of congress doing some-
thing that would demoralize in-
dustrial situations. Still another
recent factor has been the fear
of labor and railroad strikes and
the uncertainties of the presiden-
tial campaign. These menaces of
a national character are now in
process of removal and the coun-
try in general is due for a busi-
ness revival which should carry
us to a new high-water mark of
prosperity. The signs of the
times are now that money will

held in the city hall at Aransas
Pass, Texas, on the 20th day of
June, 1940.
All members of the committee
except two. Bob Mercer and
Harry K. Miller, were present.

Mr. Chairman:
At your request we have in-
vestigated the validity of an al-
leged contract, dated February
4th, 1939, by and between the
City of Aransas Pass and W. E.
Tedford, evidenced by a letter, a
copy of which we attach hereto.
We have concluded that the con-
tract is illegal and unenforceable
against the City of Aransas Pass
for the following reasons:
(a) By the terms of the con-
tract, Mr. W. E. Tedford agrees
to take care of certain expenses
necessary in securing the passage
oft the tax remission bill affecting
Aransas Pass. This provision un-
questionably makes the contract
a lobbying contract. Lobbying
contracts made for the purpose of
influencing the legislature are in-
valid both because they are con-
trary to public policy and be-
cause they are violative of the
provision of the statutes which
make lobbying a penal offence.
And this is true though they do
not provide for or contemplate
the use of corrupt means to in-

ing resolution was offered:

we consider void and ignore the
W. E. Tedford contract.
Discussion followed in which
Mr. Tedford stated that if the
committee thought it best it
should ignore his contract and
that he was for passing the bond
issue regardless and doing the
work, on the sea wall.
The chairman put the resolu-
tion to a vote the result being as

pany to evict an entire town so
that s dam may be built to sup-
ply water for a nearby city.

tn "Dr. Ehrlich's Magic Bul-
let,” Edward G. Robinson is
placed in a niche with other truly
great actors, for in K he abandons
his customary gusty portrayals
and contributes a restrained and
brilliant performance as the tol-
erant, humane Dr. Ehrlich. And
though he stands out, excellent
assistance is lent by Otto Kruger
and Ruth Gordon, who head a
strong supporting cast. The pic-
ture deals frankly with a dread
social disease and a doctor's fight
to effect a cure—a theme so del
icately and beautifully handled
that it becomes st once absorb-
ingly dramatic.
Every person should benefit
by seeing this picture dealing
with a subject so vitally affecting
humanity and which will be at
the Rex Theatre Tuesday and
Wednesday.
