Commissioners
increase benefits

Medina County em-
ployees, who last week saw
their group medical insur-
ance policy with Blue Cross
and Blue Shield ended by
County Commissioners in
favor of individual negotia-
tion, will now receive an
increase in their retirement
benefits.
County Treasurer Doris
Hartman said that the Coun-
ty has the option, every four
years, to upgrade its partici-
pation in the Texas County
and District Retirement Sys-
tem. Commissioners voted in
their regular Monday meet-
ing to go with an option
called Plan 2, which gives all
County employees and re-
tirees 10 percent more in
benefits.
A six percent cut of each
County employee’s paycheck
is deposited automatically in
the retirement system, and
the County matches that six
percent one-to-one. The
whole fund accrues interest
at 11 percent, Hartman said,
and all County employees
are included in the plan.
If an employee leaves his
County job, Hartman said,
he gets bade the money he
deposited into the system,
the County deposited into
the fund on the employee’s
behalf, plus interest, stays in
the system, providing a pool
of extra money that gets
distributed to the other
employees who stay with the
County.
Because some employees
do leave, and because the
fund earns interest, Commis-
sioners can periodically vote
to up the benefits without
raising costs, either to the
County or to the employees.
Hartman said that the Coun-
ty joined the system in the
early 1970s, and that the last
adjustment of participation
by Commissioners came in
County Attorney Hunter
Schuehle reported to Com-
missioners that a County
Sheriffs Department patrol
car totalled in an accident
last month involving Chief
Deputy Alvin Santleben,
will be replaced with a
brand-new car. The other
driver was at fault in the
mishap, Schuehle said, and
his insurance company will
be paying the $10,603.35 cost
for a new car.
Schuehle added that the
claims for injuries Santleben
suffered from the accident,
have not yet been settled.
Child Care Board
Commissioners approved
selection of seven new
members for three-year
terms on the Medina County
Child Care Board. The
appointees are Carolyn
Kraeger, Connie Nixon and
Sue Groff of Hondo, Bill
Burgess of Castroville,
Sylvia Saenz of Natalia, Art
Lynch of LaCo6te, and Betty
Morgan of Devine.
Commissioners also ap-
proved a change in the
Board’s by-laws, to increase
the number of members
from 12 to 15, and that
members will be removed
from the Board if they have
more than three unexcused
absences.
In other business:
-The County will be
providing furniture for the
Medina County Crisis Cen-
ter, whose office will be
located at the old police
station building here in
Hondo. On behalf of the
Center, Alice Wiemers re-
ceived promises from Com-
missioners for a desk and
chair, a typewriter, filing
cabinet, extra folding chairs,
and a table. All of the
furnishings will come out of
County-owned equipment
which is not currently being
used.

Auditor Vickie Wharton pro-
vided Commissioners with
an itemized list of donations
to organizations the County
will make during the 1963-64
budget year.
