Information Program, a
Washington, D C. based re-
search organization, they
found over 10,000 miles of
roads that are now obsolete
in Texas. Obsolete roads
were defined in the study as
those having one or more of
the following design or
engineering deficiencies: (1)
narrow lanes, (2) inadequate
shoulder areas, (3) pave-
mentedge dropoffs, (4) high-
road crowns, (S) sharp
curves, (6) improperly
banked curves, (7) steep
rises and dips, «) dangerous
intersections, and 9) inade-
quate acceleration and de-
celeration lanes at entrances
and exit ramps on express-
ways Obsolete roads and
streets in Texas caused in
part an estimated 70,025
accidents in 1982, or 15.5
percent of the total accidents
A dedicated portion of our
gasoline tax is used for the
upgrading of our farm to
market roads. The rate of
our gasoline tax, five cents
per gallon, was set in 1955 . A
quarter of the tax (less $7.3
million which is distributed
to the counties) is dedicated
to the maintenance of our
farm roads. In 1982 Farm to
Market Road maintenance
cost almost One Hundred
Twenty-Six Million dollars.

session, lawmakers passed
the Colson-Briscoe Act
which provides $15 million
dollars a year to be trans-
ferred from the General
Revenue Fund to a special
Farm to Market Road Fund
to be used by the State
Highway Department for
the construction of farm to
market roads. The $15
million dollar allocation has
remained constant to this
In our state, the State
Department of Highways
and Public Transportation
has developed and is impie-
mer ing a safety and re-
habilitation program to re-
duce the number of acci-
dents in Texas.
Many of our farm to
market roads were designed
and built for the lighter
traffic and lower speeds of
the 1920’s and 1930’s. In our
district we have seen the
deterioration of our farm to
market roads. The bad
conditions are caused in part
by the increased oil explora-
tion and transportation on
roads which were not de-
signed for such wear and
tear. Regardless of the cause
our roads need immediate
attention.
The State Department of
Highways and Public Trans-
portation predicts it will cost
Sixty-one billion dollars to
meet the state’s transporta-
tion needs over the next
twenty years That averages
out to about Three billion
