County Extension Agent -
If you think that camps
are only for the “young” -
you’re right! Especially this
camp. It is called October
Test ’83 and it is an
Extension camp for people
over 55! It is designed for
today’s mature adults in a
resort atmosphere with all
the modem conveniences.
It is located at the Texas
4-H Center 11 miles north of
Brownwood on Texas High-
'way 279. The center is a
beautiful facility with a main
complex and ten lodges.
Each lodge has two bed-
rooms with private baths
and dressing facilities. Each
bedroom accomodates 5 to 8
people. Husbands and wives
cannot be housed in the
same bedroom however,
they may be housed in the
same lodge. The bedrooms
are separated by a living
area.
Programs will feature Ex-
tension specialists in horti-
culture, family life, en-
tomology and housing. At
each session, participants
can get “hands on” experi-
ence in oil painting and
needlecraft. Nature hikes,
boat rides, outdoor recrea-
tion and sports, as well as,
dancing, bingo, and social
activities round out the
program. Suffleboard,
dominoes, ‘42’, bridge, and
other card games will also be
offered. Special entertain-
ment will include “dinner
Around the World”, so
costumes from other coun-
tries would be appropriate.
Some sessions will include
centers on chime making,
chair caning, needlepoint,
basic drawing, cake decorat-
ing and antiques. And ...
don’t forget your fishing
pole. There is plenty of good
fishing on the shores of Lake
Brownwood.
A dietitian, along with a
professional staff, will pro-
vide dining at its best. We
are happy to accommodate
special dietary requirements
with advance notification.
Cost for the entire event is
$68.50. This indudes room,
board, all meals, refresh-
ments, linens, and accident
insurance. Your $10 deposit
will be deduded from your
total fee when you arrive at *
camp. This is the best
camping deal in Texas -
right here at the Texas 4-H
Center!!
Deadline for receiving
reservations at the Center is
one week before the camp
you plan to attend. Reserva-
tions will be confirmed when
the deposit of $10 is re-
ceived. Participation is
limited to the first 100 on a
first come, first served basis.

Thompson receives
academic scholarship
Dawn L. Thompson of
Hondo has been awarded a
$1,000 Carr Academic Scho-
larship to attend Angelo
State University this fall.
Provided by the Robert G.
and Nona K. Carr Scholar-
ship Foundation, the award
is based upon outstanding
academic records and per-
sonal achievements. Thomp-
son is among approximately
300 high school students
throughout Texas and the
nation who had also been
selected to receive the
scholarship for the 1983-84
school year.
She attended Hondo High
School, where she was a
member of the National
Honor Society, the Drama
and Spanish Club.
The late Robert G. Can-
bequeathed to the Texas
State University System, for
the use of Angelo State, all
his interest in oil, gas and
other minerals to be held in
trust for the establishment
of the scholarship program.
Approximately $1.2 mil-
lion will be made available to
students this year.
In addition to high school
students, another 500 scho-
larships have been awarded
to currently enrolled under-
graduate and graduate stu-
dents at Angelo State.
Child Search program
to be presented
The president of Texas
Child Search will present a
program at 8 p.ni Monday,
August 22 at the McDowell
Cafeteria.
Carolyn Huebner, presi-
dent of the organization, is
being brought to Hondo by
the Medina County Peace
Officers Auxiliary to inform
area citizens about the
non-profit organization
which aids parents with
missing children.
Aurline Tschirhart, local
contact for the auxiliary,
attended a similar program
in Devine in July which she
said was most interesting
and brought up points that
parents don't like to think
about, but have to in this day
and time.
Texas Child Search, Inc.,
which is based in San
Antonio, reports that 1.5
million children 17 years old
and younger are reported
missing every year in the
United States and of these
400,000 are never seen or
heard from again.

Crockett Report
By Jim Crockett
State Representative
The Legislature passed
eleven proposed constitu-
tional amendments during
the 68th Legislative Session.
Eight will appear on the
ballot on November 8,1983,
and three will appear on the
ballot November 6, 1984.
The following are summaries
of the constitutional amend-
ments which will be on the
ballot November 8,1983.
Garnishment of W age.
Allows the state to with-
hold wages from wayward
parents to make court or-
dered child support pay-
ments; the constitution pro-
hibits garnishing of wages.
Enemy Attack
Sets up emergency proce-
dures for the Legislature to
meet during an enemy
attack or threat of attack.
Homestead.
Removes the $10,000 limit
on the value of a homestead.
Homesteads in tities are
protected against creditors
up to that amount. The
amendment would change
the limit to one acre, with
the value left unspecified.
The $10,000 limit was too
low, and changing it to an
amount of land would pre-
dude the need to change it
again and again as inflation
continues.

Sewer Lines
Permits rities to spend
public funds to relocate or
replace sanitation sewer
lines on private property.
The property owner would
have five years to pay the
dty back for the work. The
constitution prohibits any
government project that
would enhance the value of
private property.
Vet Housing Helps
Authorizes state backed,
low interest, 40 year loans of
up to $20,000 to Texas
veterans for their use in
making a down payment on
a home; veterans can borrow
$20,000 to buy rural land.
Constables
Relieves sparsely popul-
ated counties of the require-
ment to have at least four
constables and four justices
of the peace.
Parole Board
Enlarges the size of the
Board of Pardons and
Paroles from three members
to six and allows paroles
without the Governor’s ap-
proval.
School Bonds
Authorizes using the per-
manent school fund to
guarantee school bonds. The
credit of the state is re-
stricted to guaranteeing
debt.
Border Economics
Senator Lloyd Bentsen
said Monday that, although
the peso devaluation crisis
has subsided in Mexico,
many businesses along the
U S-Mexico border remain
on the brink of bankruptcy.
Bentsen presided Monday
over hearings on the border
economy by the Joint
Economic Subcommittee on
Economic Goals.
Texas sales tax receipts
in hard-hit cities like Laredo
fell 44 percent. Unemploy-
ment in the Valley jumped to
20 percent - almost twice
the national average. In
Starr County, it hit 48
percent. In Eagle Pass, it
rose to 25 percent. In Webb
County, Laredo, unemploy-
ment leaped 75 percent in
just two months.”
“The border region
bordered on bankruptcy as
firms from retailing to
housing ran knee deep in
red ink. Many of these
businesses remain on the
brink of bankruptcy today.”
'The near future of the
border economy is uncer-
tain. The depression there
continues. Mexico is making
sound progress in resolving
its debt situation. Yet, it is in
a recession and little hope
exists that the peso’s buying
power will be restored in the
foreseeable future," Bentsen
said.

the impact of the peso
devaluations and of federal
actions to ease the border
depression. It will also
explore steps which the
federal government might
still take to deal with the
economic disaster along our

consequences on unemploy-

as severe as any flood or
other natural disaster,”
Senator Bentsen said.
