Five die in head-on collision
Sunday near Medina Lake
Three San Antonio high school stu-
dents and two other young people
were killed Sunday in a two-vehicle
head-on collision near Medina Lake
Richard Cordova, 17, is said to have
been headed west on FM 1283, about
12 miles north of Rio Medina, when
he tried to pass another vehicle in a
no-pass zone His Buick collided
head-on with a 1998 Ford
Cordova and his passengers, fellow
Southwest High School seniors Bnt
tany Morrow and Norma Hinojosa (all
17-years-old), and 21 year-old Edward
Ramirez, a Marine and 2000 Southwest
graduate, were killed instantly.
The other driver, 19-year-old
Jonathan Vamer of Pipe Creek, was
airlifted to University Hospital, where
he later died
The section of FM 1283 is winding
and narrow and has been the site of
many other accidents This one is re-
ported to be the worst so far
The occupants of the Buick were
ahead of other vehicles filled w ith stu-
dents from the high school headed to
Medina Lake for a Sunday afternoon
barbecue All but one of the 15 stu-
dents going on the outing were mem-
bers of the school's drama department
The other students were first at the
crash scene and used a cell phone to
summon police

grant sought
Castroville applies for flood assistance
The biggest lineup ever to hit the
tiny town of Shiner - home of the his-
toric Spoetzl Brewery and famous
Shiner beers - is set for the 9th an-
nual Bocktoberfest Concert on Sat-
urday, Oct. 19. Tickets are available

The two headliners, Collective
Soul and Robert Earl Keen, bring a

A quorum of Castroville City
Council members authorized submis-
sion of a grant application to the
Texas Community Development
Program’s Office of Rural Commu-
nity Affairs Monday for up to
$300,000 in disaster relief funding.
The grant money is needed to help
the city recover from record Hooding
over the July 4th weekend. The coun-
cil also authorized Mayor Robert
Hancock to act as the grant’s execu-
tive officer and authorized him to be
the representative in all matters per-
taining to the city's participation in the
Community Development Program
Castroville currently has 23
projects which have been deemed eli-
gible for disaster relief funding from
the Federal Emergency Management
Agency. City Administrator Jack
Yates estimated it would cost $1.8
million to repair all of Castroville s
municipal infrastructure damage. The
actual amount depends on the cost of
contractor bids. Yates explained how
the $300,000 grant would supplement
the money the city received from
FEMA when the public hearing on the
item opened.
"The city intends to apply to the
Texas Office of Rural Community
Afairs for FEMA Projects," said
Yates. “FEMA pays 75% of repair
costs and this application would pay
the remaining 25% match. Not all
projects are qualified, so we won't
have quite 100% of matching funds.

there is a two-day turnaround on the
awarding and I have a draft of the ap-
plication I will fax to Austin tomor-

asked Hancock “We are looking to
save some taxpayers dollars and. if
we can win a grant to help us, that's
less dollars from the city.”
Resident Clyde Coggins asked how
much money the grant would save the
city, but the mayor told him there was
no exact figure.
"We are working on it” said
Hancock. "This has taken time and we
are addressing it in terms of priorities.
If we can group projects into costs of
$52,000 or less, we don't have to go to
arbitration. So we are trying to do it
smart, but we have no bottom line As
projects are being approved, we want
to be able to go forward and the grant
will provide most of the 25% matches."
"Is that going to help us with our
streets?” asked resident Al Ranzau.
"That is the real problem.”
"Not this” said the mayor. "But we
have another plan that will help with
draining the streets, hopefully at the
same time. The plan will improve the
drainage of all of Castroville. but this
is not part of it."
When it came time to vote, the quo-
rum of council members, Leon
Tschirhart, James Bell and Gerald
Foxworthy, said they had no problem
the motion to approve the i300j3Q£L
grant application. Bell seconded the
motion, which passed unanimously.
Yates said later there was no mystery
why the mayor was named grant execu-
tive. "That is how the sample applica-
tion was written” said Yates. "It could
have been the city administrator, but I
didn't bother to change the format. We
just look the path of least resistance."
