many, on April 28. 1985
She was a senior at Southwest
High School where she was active
in ihe Drama Department and com-
peied in UIL Drama & Literary Criti-
cism, Academic Decathlon, and the

Survivors, include her parents,
John "Vic" and Jennifer Morrow of
San Antonio; grandparents, John and
Gail Morrow of Mountain Home,

Carlson of Oran Gevale, CA;
great-grandmother. Midge Chollar,

WILLIAM RAY BUDDY’SCHULTE
William Ray "Buddy” Schulte,
age 67, of Hondo passed away, Oct.
3. 2002, in Hondo. He was bom Jan
12, 1935, north of Quihi, to Arthur
and Frieda SaathofT Schulte.
Buddy was baptized and confirmed
at Bethlehem Lutheran Church.
On June 18, 1955, he married
Necey Saathoff.
He was very active and served in
numerous capacities in the church.
Buddy was a member of the Quihi
Gun Club, reserve officer for the
Medina County Sheriff’s Office,
member of the Community EMS,
A ARP and was president (two years)
of Medina County Senior Citizen As-
sociation. He was retired from civil
service, served as a greeter at Wal-
Mart, and was a willing volunteer in
many endeavors.
He was preceded in death by his
parents; brother, Arthur Schulte Jr.;
and sister-in-law, Jean Haby
Survivors include his wife of 47
years; daughter, Monica Jones and
husband. Robert; three granddaugh-
ters, Meagen and Macie Verstuyft
and Chase Jones; sister, Lonnie
Shuler; sister-in-law, Mary Lou
Weeber and husband, Harold; broth-
ers-in-law, Lynn Haby and Clenus
Saathoff and wife, Lillian; and nu-
merous nephews and nieces.
Pallbearers were Sonny Schulte,
Elbert Wiemers, Jerome Schulte,
Olen Wiemers, Archie Gerdes and
Wilburn Schott.
Funeral service was at 10 a m.
Saturday, Oct. 5, at Bethlehem
Lutheran Church, Quihi, with Rev.
Stephen Schur officiating. Interment
was in Quihi Cemetery.

EDWIN MATT MAYS
Edwin Matt Mays, age 69, of
Devine passed away Tuesday, Oct.
8, 2002. He was bom in San Anto-
nio, June 17, 1933.
He is survived by his wife, Nina
Mays; daughter and son-in-law,
Debbi and Bruce Willis of Midland;
brothers, Sidney Mays Jr. of Wash-
ington, DC, and Sammy Mays of
Amarillo; sister, Patricia McCoy of
Nucla, CO; grandchildren, Jason
and Luke Willis, and Debbi and
David Conner, all of Midland; three
great-grandchildren and numerous
nieces and nephews.
Funeral service was at 2 p.m. Sat-
urday, Oct. 12, at Hurley Funeral
Home Chapel with Rev. Keith Den-
nis and Rev. Louis Retzloff officiat-
ing. Interment followed in Evergreen
Cemetery.
Arrangements were by Hurley Fu-
neral Home, Devine.

County accepts PR 2412
into county road system
Medina County Commissioners’
Court granted approval to a request
from James Tomey, realtor, to transfer
PR 2412 to the
county. According to
recent studies, the
road is up to county
standards at this time.
Medina County At-
torney Ralph Bemson
recommended the
county accept the road into their system
contingent upon the homeowners’ asso-
ciation of Peachtree Subdivision trans-
ferring the road by deed to the county.
• The court granted preliminary ap-
proval to Clear Water Subdivision, lo-
cated in Precinct 1 off of CR 2610.
This proposed subdivision consists of
9.33 acres that will be divided into
seven tracts.
• The court issued a time warrant for
Precinct 1 to build a 40’x75’ metal
storage/office building.
• The court approved the yearly do-
nation agreement between Medina
County and the Hondo Volunteer Fire
Company.
• The court received an updated re-
port on the juvenile detention center
for the month of September from Chief
Probation Officer Bobby Kelley who
said, “For some reason the numbers are
very low for this time of year.”
There were two juveniles in deten-
tion at the beginning of the period, six
placed during the period, six released,
and two remained in detention at the
end of the period.
Total accounts receivable were
$15,045 from INS for 177 bed days,
monthly contract fees were $10,925
for the month, leaving the total cost
for September at $9,155.

to an interlocal
cooperative
agreement be-
tween Medina
County and the
City of Natalia.
• The court approved an updated list
of presiding judges (listed first) and
alternate judges forelection precincts;

Ruben Tapia
WILLIAM BILL’ TURNER JR.
William “Bill” Turner Jr., age 69,
of Devine passed away on Thursday,
Oct. 10, 2002, at South Texas Re-
gional Hospital in Jourdanton. He
was bom on May 23,1933, in Ozona.
He served for over 20 years in the
Devine Volunteer Fire Department,
ran a small engine repair/front-end
alignment business in Devine for sev-
eral years and taught school for 15
years at Pearsall Jr. High. He was an
avid hunter and fisherman.
He was preceded in death by his
father and mother, William Albert
Turner Sr. and Eunice Turner;
brother, William Floyd Turner;
daughter, Linda Faye Turner; grand-
daughter, Linda Harvey; and great-
grandson Michael Garrett.
Survivors include his wife, June
Turner of Devine; daughters and
sons-in-law, Cleo Gail and Felix
Stone of Portland, Susan Kay and
William Harvey of Borden, IN,
Debra Lea and Jerry Duke of
Goodleltsville, TN; stepsons and
daughters-in-law, Ray and Anita
Bradshaw of Auburn, WA, Larry and

Castroville’s hiring policies questioned

Castroville resident Amelia Payne
appeared before the city council Mon-
day to air her concerns over the city’s
hiring policies
On Sept. 29, Federal Judge Ed Prado
found the City of Castroville had not
engaged in racial discrimination as al-
leged by police sergeant applicant Rick
Talamantez. However, the jury gave
the judge a note saying Castroville,
although not guilty of racial discrimi-
nation, had ample room for improve-
ment in its hiring practices.
“I’ve always known there was dis-
crimination in the workplace in
Castroville, but I’ve never been able
to prove it,” said Payne. “Now, it is
very obvious and it is terrible that it
takes something like this lawsuit to
wake us up and see what is happen-
ing around us. We need to hire the best
and not run our city down anymore.”
Payne said she has heard rumors of
discrimination from various sources
and asked the city to be proactive in
rectifying the situation and improving
the atmosphere for minority employ-
ees. “We certainly don’t need these
accusations in our beautiful historical
city. We should work on making it
more beautiful and more appealing so
people want to come and work here.
For everyone concerned with the place
we live, let us look forward and hope
we can do the right thing from now on.”
City Administrator Jack Yates said
Payne had valid comments, but he
was satisfied the city was taking the
necessary steps to eliminate any dis-
crimination and even the perception
of discrimination in the city work-
place. Council has a workshop sched-
uled for Oct. 21 to discuss changes
to the city’s personnel manual. The
workshop will be held at 7 p.m. in
the Castroville Public Library.
