more lots or sites for the purpose of
sale or development, whether imme-
diate or future, including re-
subdivision of land for which a plat
has been filed and recorded or (2)
requests more than two water ser-
vice connections on a single contigu-
ous tract of land, must comply with
Section F-Extension Policy contained
in East Medina County Special Util-
ity District’s Policy.
East Medina County Special Util-
ity District is not required to extend
retail water to a service applicant in
a subdivision where the developer or
subdivider of the subdivision has
failed to comply with the Subdivision
Policy.
Among uther requirements, the
Subdivision Policy requires compli-
ance with Subsection F of the Dis-
trict Policy. Applicable elements of
the Subdivision Policy, depending on
the specific circumstances of the sub-
division service, may include;
• Engineering evaluation by East
Medina County Special Utility District
of the impact a proposed subdivision
service extension will make on East
Medina County Special Utility
District's water service system and
payment of the cost for evaluation;
• Payment of reasonable costs or
fees by the developer for providing
water supply service capacity;
• Payment of fees for reserving
water supply service capacity;
• Forfeiture of reserved water sup-
ply sen/ice capacity for failure to pay
applicable fees;
• Payment of cost of any improve-
ments to East Medina County Spe-
cial Utility District's system that are
necessary to provide the water ser-
vice, included but not limited to; (1)
line extensions, (2) road crossings,
(3) additional storage, (4) wells, (5)
land, (6) procurement of water allot-
ments, and or (6) pumping stations;
• Construction according to design
by East Medina County Special Util-
ity District and dedication by the de-
veloper of water facilities within the
subdivision following inspection;
• Legal fees incurred by the Dis-
trict in negotiations and representa-
tion including but not limited to (1) the
preparation of a non-standard service
contract, (2) securing of right of way
easements, (3) engineering fees, (4)
attorney's fees, and (5) hydraulic in-
vestigation fees. / .

the 1999 Certified Local Govern-
ment (CLG) Conference and Train-
ing Workshop Sept. 30 through Oct.
2 in San Angelo. CLGs are counties
or municipalities that have applied
to the THC to create a cooperative
relationship for historic preservation.
CLG status allows communities to
apply for designated grants and re-
ceive technical assistance with pres-
ervation projects from THC profes-

Randolph sets holiday
bazaar for Oct 23
The Randolph Officers’ Wives
Club will hold its 12th annual Holi-
day Bazaar, Saturday, Oct. 23,9 a.m.
- 5 p.m., at Randolph Air Force Base,
Hangar 4 (on the base’s east flight

The “Deep in the Arts of Texas”
bazaar is open to the public, with free

CPL to participate in 2nd Nationwide*

.' Central Power and Light Company
(CPL) will join electric utilities
across the country in a Y2K readi-
ness drill 6n Sept. 8 and 9. The drill
is to rehearse, under simulated con-
ditions, key portions of administra-
tive, operating, communications, and
contingency response plans lor the
transition into the year 2000.
Sept. 9, was identified as a poten-
tial problem date, due to certain com-
puter programs which use “99” as a
code to indicate termination of a pro-
gram. CPL has tested its system for
9/9/99 date issues and found none
that would cause an outage or dis-
rupt a control system.
“This is our chance to perform a
full dress rehearsal for the transition
from Dec. 31, 1999 to Jan. 1,2000,”
said CPL General Manager and
President Gonzalo Sandoval.
Sandoval stressed the drill is of pro-
cedures, not a test of the system. “We
will not interrupt electric service to
customers as part of the drill.”
CPL is one of four electric utili-
ties owned by Dallas-based Central
and South West Corporation (CSW)
participating in the drill. The others
are West Texas Utilities Company;
Southwestern Electric Power Com-
pany and Public Service Company
of Oklahoma. lo
Sandoval said each of the utilities
will conduct its drill in the same way;
testing backup communications sys-
terns, and exercising contingency re-
sponse plans for several simulated
scenarios, such as severe weather
and widespread loss of data comnnt-
nications. I:
The North American Electric Re.i
liability Council (NERC) is coordi-
nating the drill. In May 1998, the
U S. Dept, of Energy (DOE) asked
NERC to assume the leadership role
in facilitating preparations of tjje
electricity production and delivejy
systems of the U.S. for the transition
to the Year 2000.
The Sept. 8-9 drill will be the sec-
ond of two drills planned by the NERC.

lege students about the annual fees,
grace periods and annual percentage
fees on their credit cards and you
may be greeted with blank stares.
When it comes to charge cards,
credit counselors say many students
could use a crash course in credit.
“You should see the looks when
they find out how much interest they
are paying,” says Rudy Cavazos, re-
gional director, Money Management
International (MMI), a nonprofit or-
ganization that provides debt and
credit counseling. “For example, if
you borrow $1,000 at a 17 percent
annual interest rate and pay the debt
off at the rate of $20 a month, you
will pay in excess of $700 in inter-
est over seven years.”
Part of the problem is that many
students don’t take the time to read
all the terms and conditions on their
credit card applications. If they had,
students would know that credit
comes with a price and that price is
interest. In general, the longer you
take to pay the more you will pay.
“Credit cards are great for emergen-
cies and for items that you can pay
off within the interest free grace
period,’’says Cavazos.“However,
many students end up with large bal-
ances on their credit cards that take
years to pay off.”
MMI recommends that all colle-
giate credit card holders be familiar
with the following terms.
1. Grace period. Many credit
cards will waive their interest
charges if you pay your bill within a
predetermined period often referred
to as a grace period. When compar-
ing your credit card options, try to
get a card with a grace period of 25
days.
2. Annual fees. Some credit card
companies charge $50 a year for
their services. Others don’t charge
anything. Still others will go one
step further and give a rebate toward
a neW&tr or gaabline. If you’re pay-
ing an annual fee, make sure you’re
getting something out of it such 'as
breakdown of your expenses.
3. Annual percentage rate or APR.
This is the amount of interest you pay

riod. Read APRs carefully as many
of the low 3.9 percent introductory
rates quadruple within several
months of getting the card.
4. Fixed interest rate vs. variable
interest rate. When it comes to credit
cards, both fixed and variable ratios
are subject to change. The only dif-
ference with a fixed rate is that yOtir
creditor needs to notify you of tHe
rate change 15 days in advance. s)
5. Closure fees. It’s hard to Be-
lieve but some credit cards Wfll
charge you to close an account. One
way to avoid this is to read every-
thing in advance and make sure you
don’t enter into such an agreement.
