Reducing
oil prices
under HEW

The White House, in a v
surprise move, announced -
last week that Secretary of' <
Health, Education and ■>.
Welfare, Joseph Califano,
had been given responsibil-
ity for reducing oil prices.
Secretary Califano -
announced that an experi-
enced team of HEW analy- ,
sts has been assigned to the
problem, and that their:-:
program would be.-:
announced soon. While the-
details of the plan have not ;,
been revealed, a reliable
source has provided this
reported with an outline. A
central feature of the plan
will be to reduce the
number of companies
allowed to sell oil in the >
United States.
As word of this plan
circulated around Washing*.-
ton, Secretary Califano re*.;
ceived several irate calls.-
from citizens who objected,*
that they could not under-
stand how reducing the
amount of oil for sale would
cause its price to fall. In
response, Secretary
Califano opened a hastily-
called press conference by
pointing out how dangerous-:
it would be to entrust*,
public policy to the sort of*,
amateurs who had been
questioning his program.
“My experts, he explain*.
ed, “are about to complete a-,
study which will show that
the reason oil consumption
is high is because the oil
companies convince the
people that they need that
much oil. They really do not
need to buy that much, but
those devils make them do
it.”
‘The simple solution
then,” the Secretary contin-
ued, ‘‘is to eliminate some
of the oil companies, so that
there will be fewer of them
to fool people into thinking
they need oil. We will fina-

a shortage, and prices will
fall.”
This is unfortunately, a-
true story. Only the name
of the industry was
changed. Secretary Calk
fano, as part of a program
to reduce the coat of health;
care, has proposed that the -
size of medical school
classes (our future supply
of doctors) be reduced. The
reason given for this.
recommendation is that
doctors create their own-,
market-convince people to,
obtain medical care which-:
studies which are
cited to support such a
position are heavy with,
data on relative prices of :
various medical services,.
corrected for or correlated:
with population density,
physician density, age
corrected demand profiles,.-
etc. The answer these data
provide is unclear, in good-
part because the people
dealing with them ao not;
have tne courage to state*
plainly the underlying-
question.
Do Americans really be-
have as Secretary CaU-:-
fano’s position assumes? Do
most Americans doctors
spend more time convinc-
ing people they are sick
then they spend treating,
people? And are most
American people too stupid'
to realize they are being'
fooled this way? If the.
answer is “No,” then Secre-
tary Califano’s plan will not
work-reducing the number'
of doctors wl not reduce
the demand for health care
more rapidly than it’:
reduces the supply.
One more point can be
made from this story. You
can be sure that tor any
position a politician takes
there will be a study, done
by “experts,” to support it,
(More likely “about to be
completed” than "conk
pleted.”) The first chapter'
of “How To Be An Emert to'
titled, "Nothing Enhance^'
One’s Expertise Like the'
Convenience of One’s
Answer.” Or, as one politi-
cian was overheard telling'
another “Boy, if you want'
to pretend there to *'
