Debra Spellings of Spell-
ings and Humphries, con-
sultants for the county's par-
tially self-funded health ar\d
dental insurance program,
addressed the issues with
members of the court.
Spellings said, after the in-
surance rate came hi at
nearly double the previous
years rate, the court asked for
bids on insurance coverage
and received two proposals,
one from the current carrier,
United Health Care, and one
from Sun Life Insurance,
which was even higher.
Spellings attributed the
higher cost to greater utiliza-
tion of the program. "We are
hopeful that costs will level
out,” she said
“The principal increased
cost is not just from major
claims, but (hat smaller
claims ($500 to $600) have
been used more,” said ludge
lim Barden. “Utilization of
the program is up ”
The past couple of years,
the costs have been reduced
to around $540 per em-
ployee. The increase would
take it up to $575 as of Apr. 1.
Budget adjustments would
cover the increase through
Sept. 30. when the new bud-
get year begins.
While on the topic of insur-
ance, County Treasurer Rita
Moos said she urges all em-
ployees who have dependent
coverage to sign up with the
county's cafeteria plan By
doing so. then insurance is
deducted prior to taxes,
thereby lowering their lax li-
ability The county currently
has II employees who are
not on the cafeieria plan
Spellings also said life insur
ance costs will increase The
county currently spends
$5,300 per year on life insur
ance That will increase to
$6,193 annually
Making the motion. Com-
missioner Beverly Keller
said. "We really don t have a
choice.” Commissioners will
address how to pay with bud-
get amendments in the next
few weeks
"Each time we have gotten
9 break.” she said, referring to
past rates. “But we knew that
wopldn t last ”
Commissioners also:
• Extended the burn ban an
additional two weeks, at least
until the court's next meet-
ing. Commissioners agreed
(hat, in spite of light showers,
the condition of grass and
brush is still "tinder dry.”
• Cave preliminary ap-
proval to a one-time-only
subdivision of Lot 16 in Quail
Valley Subdivision, located in
Pet. loffofCR4614inDunlay.
• Cave preliminary approval
to Carroll Cattle Company
Subdivision, located in Pet. 3
off ofCR 683. The 30-acre tract
will be divided into 17 tracts of
at least 1.5 acres each. They
will be supplied by East
Medina Water District and
Medina Electric Coop, and will
have individual septic systems.
• Gave approval on the re-
vised subdivision plat for Lot 8,
Mountain Valley Ranch, lo-
cated in Pet. 1 off of CR 253.
The only change was to correct
distances stated on the plat.
• Approved an intergovern-
mental agreement with
Atascosa County for housing
inmates in thetr facthtv in the

becomes overpopulated

$ 115 for a single detainee.
• Awarded the bid for re-
moval and replacement of a
bridge on CR 761 at Erancisco
Perez Creek in Pet 4 to low
bidder Wakefield Bridge. Inc.,
which has done work previ-
ously for the county.
Wakefield s bid was $ 130,000
The second bidder, RelmCo,
bid $295,000. The bridge is a
joint state/county project
• Awarded bids to two of
three bidders for fuel, at the
urging of Pet., 1 Commis-
sioner Chris Mitchell. Bids
from Groff Oil Co. and
Gooding Oil were accepted
Mitchell proposed to use the
least expensive (Groff) at ev-
ery opportunity unless a
problem with availability
arose, as has sometimes hap-
pened in the past.
The court also accepted bids
from both Mummes Sand and
Gravel and Medina Crushed
Stone for paving rock.
The court also accepted
bids from all three bidders,
National Asphalt. Martin-
Marietta, and Vulcan Con-
struction Materials, for
.patching material.

Medina County Historical
Commission (SS00), Com
munitv E.MS ($7,500/ and
Medina Valley EMS ($7,500)

Historical Commission has ig-
nored the fact that the com-
munity of Quihi has been
placed on the Preservation

system. Commissioner Keller
said she had inspected the
roads the day before and
moved to accept them

of the meeting, ludge Barden
said commissioners would
be holding a workshop at 1
p m Monday to “pin down
bridge matching projects."
An Apr. 20 meeting is set at 9
a.in. for department heads
and elected officials.
Commissioner Mitchell
announced that doctors have
found a recurrence of cancer
and that she will be undergo-
ing tests and a nine-week
course of chemotherapy. She
said her daughter would be
serving as her spokesperson
during that period of time. "It
is difficult, but I intend to go
through and come out on the
other side." she said, adding
that she appreciated the sup-
port she had received during
her previous treatments.
Dr. Robert Fitzgerald an-
nounced that TCEQ would be
holding an Air Permit meeting
on Vulcan Materials' permit
request on Thursday. Apr. 6, at
7 p in., in the Medina County
Fair building He said county
residents are invited to voice
concerns and ask questions.
