Transactions of Special Ieeting of the Council of
Texas Surgical Society, Ft. 'iorth, Janiary 20th,
1932:
4. Dr. ZKirkham moved that every new member be requir-
ed to read a paper, or submit a written discussion
of a paper not later than the second meeting after
his election to membership. This motion was
unanimously carried.
5. Dr. Russ moved that the Council advocate a strict
enforcement of Article 3, Section 13, of the
Constitution, an amendment as of October 12th 1926,
which states that any active fellow who shall absent
himself, without presenting valid reasons for three
consecutive times from meetings, or who shall fail
to read one Scientific Paper during eight consecutive
meetings, shall be dropped from fellowship in the
Society. ie shall then, be notified by the Secretary,
and can only be re-instated by unanimous vote of the
Council. This motion carried unanimously.
6. Dr. Russ moved that the attention of the members be
called to Section Fifteen, of the by-laws, which
relates to invited guests, and states that any member
may invite any Medical Irian in good standing, to a
meeting of the Society, and that every such visitor
shall be introduced to the President, and by the
President to the Society, and that his name shall be
entered upon the minutes. The President may invite
any such -erson to participate in the discussions,
but all invited guestss shall withdraw from the
Executive Session. This motion carried.
7. Dr. Russ moved that the necessary -publication, in
the Press, shall all be controlled by the Secretary,
and All infor nationn about the Society, its members
or its guests, shall be given to the press by the
Secretary.
8. Dr. Russ moved that the Chairman of the Council, call
attention to the reading of papers, limiting the time
of discussions, and that he should demand that the
discussion be kept to the subject. This motion
carried.
