BLAIR THARP
could lead to the replace-
ment of the share-the-wealth
school finance system. ”
Now for the good part...
“Governor Perry has not
proposed a split-roll tax, ” said
Perry spokesman Robert Black.
“In fact, Texans will find that
Governor Perry’s plan will cut
taxes for and constitutionally
protect both homeowners and
business. ”
Now for the questions...
What plan?
If Governor Perry hasn’t
proposed a split-roll tax, then
who made up all of the news
coverage we read last week about
him speaking to Texans about
this “great idea” to replace the
present unpopular “Robin Hood”
method?
But not to fear. The gov-
ernor can make his proposal,
keep us guessing about any real
and effective planning and not
have to worry about this split-
tax roll becoming a Texas reality
anyway. Wiser Heads in Texas’
past thought out this state-wide
property tax issue. They made
it a law in Texas that any state-
wide property tax requires a
constitutional amendment and
a public vote. It also requires
passage by two-thirds of both
the House and Senate.
And that is about as con-
ceivable in today’s ultra-partisan
political atmosphere as “Weird
Cats Found on Mars!”
How many more years
of this guy do Texans have to
endure? Too many...
are eligible to apply for the scholarship.
Interested students may download an application by visiting the
Foundation’s website at www.pbaf.org. Completed applications must
be returned to the financial aid office at one of the listed universities
by May 31.
Split-Tax from one
stating” to the county.
Very little has been publi-
cized about the proposal, but that
proposal has not been popular
among business groups, which
normally support Republican law-
makers and even the Republican
Lieutenant-Governor, David De-
whurst, has predicted failure.
Under one proposal that has
been made public, the business
property tax, which is now lev-
ied by local governments, would
become a state-wide property
tax, while residential taxes would
continue to be lived by local
governments.
The state-wide tax proposal
would require both a constitu-
tional amendment and a public
vote. In addition it would require
passage by two-thirds of both
the state House and Senate,
which is highly unlikely.
However, local officials are
still worried that any plan pro-
posed would not be beneficial
to local entities and, at the same
time, not be beneficial to local
taxpayers.
