Just a few days before the
U- S. Army's Harry Diamond
Laboratories (HDL) moved to
tbo new laboratory complex
he helped design and promote
Billy M. Horton resigned as
Technical Director of HDL.
Thus as 1974 came to a close
so also ended the 33-year fed-
eral career of one of the

science and engineering execu
tives.
Mr. Horton left the Naval
Research Laboratory and join-
ed the Ordnance Division of
the National Bureau of Stand-
ards (subsequently Diamond
Ordnance Fuze Laboratories
now HDL) in 1951 and al-
most immediately introduced
the notion of using noise-modulation
in radar ranging and
detecting systems. This has
led to a new class of missile
fuzes that are highly resistant
to counter-measures. Later he
invented the basic stream in-
teraction Fluid Amplifier that
started the field of Fluidics
which is now being applied to
a wide range of control sys
tems including those used for
aircraft stabilization jet
thrust reversing ordnance
power supplies safing and
arming systems industrial
controls and respirators.
This invention ultimately led
to HDL being designated
.Ausin Emergency pay
raises for State employees fill-
ed the legislative spotlight last
week as the House molded a
bill providing higher wages
without threatening the State
budget.
Working on a bill already
passed by the Senate the House
sliced $3 million from its total
cost for a final figure of 93
million.

of the Army's most prolific
inventors.
During the 13 years that
Mr. Horton has been Technical
Director HDL has made many
advances and accomplish-
ments. In recognition of HDL's
pioneering work in transient
radiation effects the Army's
Electromagnetic Effects Lab-
oratory was transferred to
HDL and HDL was named the
Army's Lead Laboratory for
Nuclear Weapon Effects in
1971. HDL now has extensive
nuclear simulation facilities
including a nuclear reactor
several electromagnetic pulse
simulators ana AURORA a
huge gamma-ray simulator
funded by the Defense Nuclear
1 Agency. Under Mr. Horton's
leadership microminaturiza-
tion and solid state technology
were brought to 1 nation m
projectile fuzes resulting in
greatly improved performance
at a fraction of the unit cost.
HDL also developed a unique
foliage penetration radar for
use in Vietnam and several
radar simulators.
During his tenure Mr. Hor-
ton emphasized employee de
velopment by formal training
by developmental assign-
ments and by staff mobility.

Clergy Bill Considered: The
House Judiciary Committee has
held hearings on my legislation
to protect information given by
individuals to priest preachers
and rabbis and I am hopeful it
will soon go to the House for a
vote.
My bill would give the clergy
and penitents (confessors) the
same privileges that exist new
between lawyer-client doctor-
patient and husband wife.

emergency increases in teacher

he has received. 'These hon-
ors include the U. S. Army
R&D Achievement Award
the U. S. Army Decoration for
Exceptional Civilian Service
and the Department of De-
fense Distinguished Civilian
Service Award. He also recei-
ved the Arnold O. Bcckman
Award of the Instrument So-
ciety of America in 1960 the
John Scott Award of the City
of Philadelphia in 1966 a
special award from the Ame-
rican Society of Mechanical

ty. Mr. Horton is a Fellow of
the Institute of Electrical and
Electronic Engineers and a
member of the Washington
Academy of Science the Phil-
osopnicai society of Washing-
ton and the Cosmos Club.
During the past decade a
major objective of Mr. Hor
ton's and the several Com
manding Officers of HDL has
been the relocation of HDL to
a new and permanent site.
Their zeal and untiring ef-
forts with the aid and sup-
port of Army and Congres-
sional leaders has resulted in
the construction of an entirely
new facility at Adelphi Md.
designed and equipped speci
fically for R&D activities.
Headquarters of HDL were
officially moved to the new
site on January 10. One of
Mr. Horton's regrets aside
from leaving associates and
projects with which he has
been closely involved is that
he will not have the oppor-
tunity to enjoy the advan-
tages of the new site whose
design so strongly shows his
influence.
Mr. Horton is retiring ho
says because he has " a gnaw-
ing desire to become more
personally involved in some
technical projects that have
been bugging me for a long
time some of them for sev-
eral years" and he plans to
devote his principal energies
to those projects including a
high pressure machine fold-
able structures a new kind of
.mechanical control system and
a rotary pump of new geome-
try. He says he has deep re
grets about leaving "one of
the best jobs in the country

ent" and that 'mobility and
change are good for organiza-
tions as well as for individ-
uals." Mi. Horton was born in

uate of the University of Tex-
