has been given out by Land Commissioner

Tho general land office bus but seven
corresponding clerks The office Is In re
colpt ot from 300 to COO letters dally and
nearly as many replies aro sent out every-
day A great many ot those letters cull
for Information requiring from one to two
hours time In making the necessary inves-
tigations beforo replies can be made It
Is this character of correspondence that Is
overtaxing the strength and tlino ot tho
clerks and with which they arc consid-
erably behind Instructions have been
given to answer all ouch loiters In tho or-
der In which they aro received and thed
In addition thereto the otilco Is dally
burdened with a class ot correspondence
which requires a great deal of time to an-
swer and at great expense to the Stato on
matters hereinafter mentioned which
might to some extent bo avoided by giving
tho information through tho pre s There-
fore I beg to state for the information of
tho public that no mora patents can Issue
for preemptions or homestead donations
filed on since tho adoption of tho constitu
tion of 187C unless uuthorlzcd by future
legislation for tho following reasons
1 Because serious doubts exist as to
whether or not thcio Is a sufficient quan-
tity of public domain In tho Stato unsur
voyed and unpatented to givo tho perma-
nent school fund tho quantity of land to
which it is entitled under the constitution
of 1876
2 In tho cuso of Hogue vs Uakor 45
