GOVERNMENT BY COMMISSION
George Kibble Turner in an inter-
esting and very instructive article on
the commission plan in McClures
Magazine makes these strong points
The burden of proof must be on
this new machinery of course but
with some reservations It must be
remembered that commission govern-
ment is not entirely new Several
Ameiican cities have tried it success-
fully in the past For several cen-
turies it has been a worldfamous suc
cess in the management of the AmerK
can town for the New England se-
lectmen aie nothing more nor less
than a commission of three chosen at
large and operating by majority vote
like the Galveston board Moreover
1 in one great essential feature the
centralization of power in a single
body the commission is far closer to
the English city government than is
the present city government in Amer
ica All this must he remembered
and considered in the discussion of
the Galveston plan The record of the
new system in Galveston is eertainly
plain and unmistakable There can
be no question of its success What-
ever is Jto be its future it deserves
immediate consideration City gov-
ernment has gone rotten in the United
States it has become a foul thing
This is no little matter One dollar
out of every ten we earn we dwell-
ers in the city ris taken over by a
city official We do not realize it
but it is so But beyond and above
all that in other bigger things the
administration of the city grips our
lives like the great fates happinesr
and health and future generations

Pioneer Citizen of Palestine Passed
Away In Austin This Morning
A message was received this moi n
ing by Mr Ben D Jackson announcing
the death of his father in Austin at an
early hour this morning and Mr Jack-
son left on the morning train for the
latter city to accompany the remains
back heie The deceased Mr R M
Jackson was a pioneer citizen of An-
derson county and Palestine and for
many jears was a public officer of the
county holding some very responsible
offices He was aged sixtyseven
years and for the past seveial years
had been an invalid and was in Austin
for treatment He leaves a most ex
cellent family and a wide circle of rel-
atives and friends Mrs Jackson wife
of the deceased is in Knoxvllle Tenn
where her son Mr Mims Jackson is
taking a university course in law and
is expected home as soon as she can
make the trip No announcement has
yet been made as to the funeral ar
langements but the services will like
ly he held Monday The news of this
good mans death was sadly received
here where his friends are legion

The local Elks Lodge is in receipt
of a communication inclosing receipt
for 210 sent by the lodge here as a
