DO NOT BE MISLED
There are those who desire
to defeat the proposed new
charter at the election Tues-
day February 23 and to do so
they have seized upon the tax-
ation feature of the charter
declaring that there is a mean-
ing in the article and sections
alluding to taxation that does
not appear on the surface The
charter committee by mutual
consent has had Section 2
Article XI rewritten to read
as follows
Section 2 The city council
shall have the power to levy
and collect such annual ad va
lorem tax as may seem neces-
sary by the city council not to
exceed that which the city of
Palestine may now levy and
collect as provided in Article
487 Revised Statutes of the
State of Texas and the same
shall never be increased ex-
cept by a vote of the people
This places the matter in
language over which there can
be no dispute or misunder-
standing It fixes the taxing
power exactly as It now is and
before it can be changed the
people will be allowed to vote
upon such change as may at
any time in the future be de-
sired
And this should shut off all
speculation as to what the lan-
guage means and as to wheth-
er or not the commission can
arbitrarily raise the tax rate
Set yourself right and vote
for the new charter

voted to explaining newly patented
articles It is an interesting publica-
tion and should fill a long felt
want
If you are in doubt about any fea-
ture of the new charter go to the city
hall tomorrow evening and ask ques-
tions and have them answered by
the men who helped to prepaie the
charter
The crack in the liberty bell has
extended seventeen inches bejond the
original break We had no Idea the
times had been so strenuous Anc

pose the bell had been in Washing-
ton
Be a good citizen and insist on
understanding the provisions of the
new charter befoie you make up your
mind to vote on it Make the fellow
show you his objections and prove
that the charter warrants such objec
tions
Oklahoma laws require hotels to
disinfect their beds once in every
tnree months This reminds us of
the fellow who was not particular
about a bath room to his house be-
cause he only expected to stay in it

Austin is in the midst of an excit-
ing debate over its big town clock
which seems to have gone out of busi-

what time it is so long as the legis-
lature is in session and all of tlb

Palestine is naturally one of the
prettiest towns in the country but
civic effort can make it stiirihore t
tractive There are any number of
opportunities for civic improvement
and the Herald expects to see the
ladies of the city set in motion plans
for many improvements
Hon Cullen Thomas heard of some
considerable last year has moved
from Waco to Dallas Before leavirs
Waco he was given a farewell ban-
quet by the members of the local bar
and rarely ever has a man been st
highly eulogized by his nelghbois and
friends And we were told that
Thomas did not amount to much over
at Waco
The Herald is a firm believer in
experimental farms maintained by
the national and state governments
Such demonstrations give valuable
suggestions to men who are really
trying to improve their farms and

of helping the state to expand The
more good farms we have the more
solid is our prosperitj
Give the newcomer a good worl
and the glad hand Many people are
coming into Anderson county these
days and they land here strangers

should help them to get acquainted
and help them to get settled A lit-

way toward making a man appreciate
the town and its people
We have our different uses in life

tution that prohibited Knox from go-
ing in as secretary of state in the
Taft cabinet Then the lawyer cams
along and found a way to get around
the constitution Arid it was agreed
that the constitution should not stand
in the way among friends
You should not fail to be at the
rally at the city hall tomoirow eve-
ning and if jou have any doubts
about the new charter or any pait of
it ask the speakers questions and
lets have a full understanding of Its
provisions Do not let some fellow
take you off in a corner and tell you
what he thinks about it By all
means read the charter caiefully and
study it

Electric Light Plant Was In Trouble
For Several Hours Last Night
All Lights Out
Palestine was in darkness as to
electric lights from 930 to 1235 last
night The trouble was caused by a
blow out at the plant and it was
such an accident that put the entire
duplicate steam supply plant out of
business for about three hours As
said above the plant has a duplicate
steam supply and ordinarily a break
in one boiler would not effect the ma-
chinery but last night it happened
that the main gasket in the main
steam header connecting the two boil-
ers blew out and in such way as to
make it impossible to use either boil-
er It was such an accident as pos
lifetime and the management do not
being brand new and very much be-
decked with old shoes various mot-
toes sage advice to the newly mar-
ried etc It is reported that Mr
Jack Fagan foreman of the I G
X boiler shop went to Sedalia and
married himself a wife and that the
trunk beat them in just one train It
is expected the owners of the trunk
will arrive tonight
