New York,, March 3.—The Mexican
government has not received any
proposition of an alliance with Ger-
many. Foreign Minister Aguillar said
the information in the press tele-
grams from Guadalaja was the first
official word to that effect his country
received.
CHICAGO WIVES BOYCOTT
SPUDS.
Chicago,, March 2.—For the first
time in many years Chicago yesterday
had no wholesale market for potatoes.
Thirty-five carloads remained unsold
at the end of the day. It is said the
housewives’ boycott is the cause of
the refusal of dealers to buy potatoes.
While there were no sales yesterday
potatoes were quoted at from $2.40 to
$2.60 a bushel wholesale. A week ago
the price reached $3.05.

GERMANY’S EFFORTS TO ALIGN
JAPAN AND MEXICO AMAZE
EVEN REPUBLICANS.

Washington, March 3.—(Bender) —
Germany’s unabashed acknowledg-
ment of the conspiracy to align Japan
and Mexico for an invasion of the
United States appears to remove the
last vestige of opposition in the sen-
ate to the armed neutrality bill. It
has made it absolutely certain that be-
fore midnight the president will have
the fullest authority from congress to
arm merchantmen against submarine
attacks and to uphold * the rights of
Americans on the sea “through other
instrumentalities.”
The Republicans were amazed at
what some called a “brazen admis-
sion” from Berlin. It was announced
that the measure would have their un-
grudging support. LaFollette, who is
an unknown quantity, cannot be able
to defeat the bill.

Austin, March 3.—Davis of Van
Zandt* has offered1 a resolution in the
house proposing an investigation of
the charges against Governor Fergu-
son, which is in substance to the ef-
fect that at various and sundry times
during 1915 and 1916 he had mis ap-
plied public funds in violation of the
constitution and in conflict with the
plain decisions of the courts of the
state. The details of this charge in-
cluded the governor’s mansion defi-
that the governor misapplied and mis-
ciency. It was set forth in the charge
used a large appropriation made by
the 34th legislature in payment of re-
ward’s and other necessary expenses
for the enforcement of the law. It
was also charged that he violated the
banking laws of the state while an of-
ficer of the Temple State Bank. This
was set forth in detail, and it was
charged that the Commissioner of In-
surance and Banking at Austin was
cognizant of all the facts with refer-
ence to the governor’s indebtedness
to the Temple State Bank.
The resolution provides that for the
public good and all officers concerned
a fair and impartial investigation
should be made by the legislature and
such action be taken as the facts de-
veloped may require; and pass such
laws as may be necessary to prevent
repetition of such transactions. It
authorizes the appointment of a com-
mittee of seven from the house to
conduct an investigation and make a
report as to its findings. If the com-
mittee finds the charges true in whole
or in part, it shall prepare specific
charges as a basis for impeachment
against Ferguson before the senate.
Davis Makes Long Speech.
Davis made a lengthy speech in
support of the resolution, which he
claims begins the initialling impeach-
ment proceedings against the gover-
nor. Governor Ferguson occupied a
seat on the floor of the house.
Raiden in Limelight.
Governor Ferguson addressed the
house, making a bitter attack on Sen-
ator Johnson, which 'Representative
Raiden resented. This caused wild
confusion. The governor in apolo-
getic language invited an investiga-
tion.
Postpone Until Monday.
On motion of Bagby a consideration
of the resolution was postponed until
2 o’clock Monday so that corrective
amendments may be adopted and the
investigation proceed.

Berlin, March 3.—Zimmerman jus-
tified Germany’s action in seeking an
alliance with Mexico and1 Japan
against the United States merely as a
defensive measure, not to be carried
out, except in case the United States
declared was against Germany. More-
over he said it was no more of a
“plot” than a “plot” of the United
States seeking to line up all American
republics in a common action against
Germany. He refrained from admit-
ting specifically his authorship of the
letter to Eckhardt in Mexico City, and
his entire discussion was carefully
stated and based on “English re-
ports.”

Berlin, March 3.— (via London)—
Germany admits instructions weie
sent, to the German minister in Mexi-
co City, as to possibilities of Mexico
taking part in the hostilites aganst
the United States. The admission was
made in semi-official statements, and
surprise expressed as to how the
American government obtained the
information. The belief is expressed
that treachery has “apparently been
practiced on Germany on American
territory.”

Washington, March 3.—The presi-
dent will not call an extra session of
congress now, it is officially announc-
ed. The present congress can com-
plete its work, and developments in
the international situation are not
such as to warrant a call at this time.
The state department said that the
fact that Germany had admitted the
act did not alter the diplomatic situa,-
tion. “We are convinced of the au-
thenticity of the plot,” one official
said, although what Germany had to
say might have bearing as to whether
or not the admission aggravated the
situation.
BERNSTORFF AND
ZIMMERMANNQUIT?

Amsterdam, Marcvh 3.—The resig-
nation of Zimmerman and the termin-
ation of the diplomatic career of
Bernstorff are regarded as certain by
Dutch officials in close touch with
German conditions, following the dis-
closures in the United States of Zim-
merman’s letter to Mexico.
