More than 30 county residents met
Monday evening in the Windthorst KC
Hall for the fourth county-wide meet-
ing held recently to inform the public
of the need for improvements and/or
additions to the county jail. The state
Commission on Jail Standards has
called for certain changes in the build-
ing and operation of the institution to
meet state standards.
Windthorst Justice of Peace Andy
Roewe was chairman for the meeting
and introduced Archer County Judge
Bill Holder, the four county Commis-
sioners, Sheriff Floyd Hoggins and
Chief Deputy Randy Littlefield.
Judge Holder presented architect
Charles Harper who has designed plans
for the jail improvement which will
meet State Jail Commission
Standards. The plans call for an
expenditure in excess of $375,000
which will be funded by a bond issue
of $400,000 and a tax increase.
Judge Holder said the jail could be
closed if standards were not met and
the court has worked two years on seek-
ing the lowest priced solution.
Sheriff Hoggins and Chief Deputy
Littlefield explained the problems in-
volved in transporting prisoners to
nearby jails. Littlefield diagrammed
the excessive amount of time involved
in booking prisoners in and out of the
Wichita County Jail. Charles Harper
presented an architectural drawing of
the proposed changes in the buildings.

and North Texas Taxpayers League
president Jimmy P. Horany presented
some possibilities of how the existing
county property might be remodeled
and used to satisfy the Jail Commis-
sion demands.
Similar meetings have been held in
