Hispanics Reflect On
the Millennium

We are nearing the beginning of a
new millennium. During this time,
Hispanics should reflect upon today's
realities and our hopes for the future.
Today, an epidemic of substance
abuse plagues the society in which
we live, especially in urban centers
like San Antonio. An estimated
50,000 lives and $ 110 billion are lost
due to drug abuse every year. Drug
abuse is a contributing factor in crime
rates, lossof workplace productivity,
health deterioration, poverty, AIDS,
and family abuse.
Young people pay the highest price
for drug abuse. Currently, 29 percent

eighth grade students have tried drugs
at least once in their lives and 12.1
percent use drugs on a continuing
basis. Surveys show that 23 percent
of adolescents in this country con-
sider drugs to be their most pressing
problem, and 14 million kids between
12and 17 years of age run a moderate
to high risk of abusing drugs. Ac-
cording to the National Household
Survey on Drug Abuse, Hispanic
youngsters in general have a greater
likelihood of using drugs. In par-
ticular, Puerto Rican and Mexican-
American youth use drugs atsrates
above the national average.
To address this problem, the U.S.
Congress and ihe White House Of-
fice of National Drug Control Policy
launched the National Youth Anti-
Drug Media Campaign. Using radio,
television, print media, Internet, the
entertainment industry, advertise-
ing, and education, lis initiative is
teaching young people to reject il-
legal drugs. This is being supported
by organizaiionvlike Hands Across.
Cultures, the Latino Academy, the
YMCA, and MAN A to amplify the
anti-drug message through personal
contacts within communities. The
results have been most encouraging.
Drug use among young people in the
U.S. has stopped increasing and has
begun to decrease. Still, much re-
mains to be done.
One of the media campaign's core
messages is the need to maintain
good communication with our chil-
dren and speak to them early about
the risks of drug use. Young people
need the attention of both parents
and their guidance to help them re-
ject illegal drugs. Simply spending
time with kids, encouraging positive
activities like sports or reading, and
speaking about the negative con-
sequences of drugs can make all the
difference. Newcasts and commer-
cials dealing with drugs can raise the
topic.
Studies prove that parents ;ire the
greatest defense against drug abuse
Now is the time to reflect upon the
quality of life we want for our kids in
the next millennium.

The U. S. Army Product Manager for Non-Stockpile Chemical Materiel is responsible for
destroying non-stockpile chemical warfare materiel (CWM) containing agent located within the
United States and its territories that is not part of the nation’s stockpile of unitary chemical
weapons. This materiel is presently known to exist, or possibly exist, at more than 200 sites in 38
states, in the District of Columbia and the U. S. Virgin Islands.
This public meeting is being held to allow citizens the opportunity to comment on the Draft
Programmatic Environmental Impact Statement (Draft PEIS) covering the transportable treatment
systems which are being developed to treat certain types of non-stockpile CWM. ^
