SPARKS FOR THE CAPITOL

Friday, March 2, the fifty-
third day of the present Legis-
ture, is Texas Indepence Day.
On that day in 1836, at Wash-
ington on the Brazos, fifty-nine
chosen delegates met “with am-
ple, unlimited, or plenary pow-
ers” as to the form of govern-
ment to be adopted.
Then, as now, conditions of
the times called for statesman-
ship of the highest order. The
colonists were at war. Goliad
was history, and the siege of the
Alamo was in its second week.
The convention had to act
quickly, decisively, and in unan-
imity.
Working day and night, the
delegates adopted the Declara-
tion on the second day (having
actually convened on March 1.)
They adopted a constitution at
midnight of March 16, complet-
ed their task at four o’clock in
the morning, and adjourned a
few hours later.
It is interesting to note that
the president’s term was to be
only three years, and he could
not succeed himself. Our pres-
ent Legislature has just ratified
a proposed amendment limiting
the president to two terms of
four years each.

This Legislature began its
eighth week with over 600 bills
already introduced. The House
had 130 bills out of committees,
had passed 77 bills and 45 reso-
lutions. The Senate had passed
29 bills and had several times
that number out of committees.
In former sessions, the House
has not been able to organize as
quockly as has the Senate. How-
ever, this time, under the lead-
ership of Speaker Senterfitt, the
House was able to organize at
the same time as the Senate.
The previous Legislature at
this point had just begun com-
mittee ^ hearings, and it stayed
in session longer and spent more
money than any other Legisla-
ture in history.
With the difficult task of re-
districtly lagely completed, the
Legislature anticipates action
soon on the big appropriations
bills, which will probably set off
a heated and lengthy tax argu-
ment.
Meanwhile, interest centered
on the fight between trucks and
railroads, which is growing in
intensity. Senate committee
hearings on these bills drew the
largest crowds since the roads
hearing three weeks ago, racist
of the spectators being truck op-
erators, private owners, and al-
lied industries.

PUBLIC SCHOOL WEEK
Governor Allan Shivers has
proclaimed that the week of
March 4 through 10 shall be ob-
served as Public School Week in
Texas. The Legislature and the
State Board of aEducation have
concurred with the Governor.
Each has passed resolutions
urging every citizen in the State
to become acquainted person-
ally with the work and plans of
our Educational system.
The theme of Public School
Week is “Texas Public Schools—
Democracy in Action.”
During the School Week of
March 4 through March 8th, the
Boerne Public Schools invite all
citizens of our community to
visit our schools.
Thursday night, March 8, at
7:30 there will be a short infor-
mal program at the High School
Auditorium as a goowill get-to-
