Washington January 80Sccrclary
Frcllnghuyscn has addressed to ho
president a communication which
will bo transmitted to the house of
representatives In res > onso to the reso-
lutions nskltig for papers relating to
the exclusion of Americanhog pro-
ducts from iorclgn countries He
submits to the president copies of nil
pertinent matter found on record In
the department or state nnd gives In
detail the history of the exclusion of
American meats from France Ger-
many and other European countries
In March 1SSI the secretary sayp
tlio department or state prosecuted
one examination or the various phases
of tho pork Industry in the Western
states which resulted in establishing
the fact of the entire hcalthfiilness of
our pork products The facts thus
elicited warranted tho department In
representing to foreign governments
that their prejudlenlJudgment ngalnst
tho swine exports of this country was
ex pnrto and unfounded When It
was ascertained that Germany was
about to Issue an order for total exclu-
sion the president notltlcd the impe-
rial goTcrninent of his intention to
Appoint a commission to examine the
whole subject nnd Invited it to send
experts hither to act with the com-
mission The invitation was declined
Tue president has since appointed the
commission then contemplated Ills
composed of a representative front the
Sew York chamber of com-
merce Pror Charles F Chandler
a representative of the Chicago board
of tnule 3 W lllatchford two mem-
bers nominated bv thu commissioner
of agriculture 3 D Curtis of New
York and Prof D E Salmon tlio
whole under the chairmanship of tho
commissioner of agriculture In point
of Kcietililic competence and elevated
impartiality the formation of tho com-
mission peculiarly tits it for the exe-
cution of Its responsible duties and to
it should belong In a great measure tho
shaping of tho policy of this govern-
ment towards tuo pork question in its
domestic or foreign aspects In
view therefore of the prominent part
which the results reached by the
pork commission must necessarily
play in tile further treatment of the
question by the executive or by con
gre s the secretaiy feels it Incumbent
upon himto advise that tho president
recommend congress to abstain from
any immediate legislative action until
thu report of the commission which
is soon to be presented before It The
secretary further Days the question to
be carelully frankly and honestlv met
is whether prepared nioat products
exported from this country tire inju-
rious to the public health We be
lieve they are not ami have so repre-
sented Should it appear that the
meat products of this country are
us wc believe them to
be not deleterious but promoters
or health it Is believed thoso friendly
tiaiious vihltii put forth decrees pro
hibiting the importation of our meats
would aiitiul those decrees If how
over In the face of clear proor elicited
both nt homo and abroad that our
products are free from dUeaso or coiu
muuicalilo germs of disease proof of
which might he established to demon-
stration by actual Inspections as well
as supported by thu knowledge of pre
cautions which surround tho raising
aud pucking industries here any or
tho nations with which wo are on
terms of intimacy and amity should
by legislation discriminate against the
tradu of this country rather
than the health of their people it
would then buthopinvince of theev
ecutlvo tocull attention of such nations
to the provisions of treutieR with the
coiilldent expectation that those treat
ies would be
respected It seems very
plain that our policy in any event
shouldbo to Drove our meat tuo
ducts wholesome Tlio absence of
trichinosis in this country
and particularly in mr
nrmy and navy where our meats
Utluus design
constantly used goes far to demon
strate their hcalthfiilness Mnw
urts however might bo taken
to ascertain with absolute cer
tainty by such means us the commis
sion or scientists would devise thatour
meats are or can ho rendered innox
