correctness of all of their allegation* os
aforesaid, respectfully call your attention
to the following facts, to wit : That under
a former act of Congress, u provision,
though restricted in its nperutiou was imule
to meet in a manner the requirements of the
trade of this section of country, then ul-

eign and bonded merchandise were intro-
duced through this new routo ; hut unfoitu-
uutcly. however, the act was soon made in-
operative by the construction placid vpon
it by Secretary Uutbrie, then Secretary of
the Treasury, refusing under it to authorize
and entirely prohibiting the importation of
uud passage through of any such merchan-
dise; and the consequence bus been, that
since then, Corpus Christi has been mock
ed with the name of Port of Delivcty and
custom house facilities, but with none of
its udvuntugi**, and it has been forced not
alone tamely to submit to being stript of a
trade, legitimately its own, but to retnuin
debar red by legislative restriction even
from all competition for such trade.
Attention is also call'd to the following

Corpus Christi to be the centre and nutu-
