billions of dollars in aid and weapons
from the West.
Similar questions might be asked in
other “forgotten" countries, too. As a
glance at the global map of conflicts

together than armed troops. The use of
unarmed bodyguards and other forms of
nonviolent intervention — such as the
initiatives of Peace Brigades International,
Witness for Peace and Christian Peace
Teams — have tended to be far more
successful in protecting the oppressed
than the threat or use of military force.
As people of faith, we should not be
forced to choose between doing nothing
and making war. Christ showed us a third
way — one which recognized our respon-
sibility to aid those who are afflicted, yet
not to respond in kind to violence. We
must support alternative means of ending
oppression and injustice around the
world.

What were our vital interests? We can’t
act militarily on humanitarian grounds
everywhere. Arguably there was a special
interest in trying to avoid a wider war and
preventing a Muslim population’s slaugh-
ter.
What about stopping or continuing the
battle once under way? Could we have
stopped after several weeks, declaring that
Milosevic had paid a terrible price?
Milosevic happily would have said that a
Kosovo populated only by Serbs was
worth it. If, on the other hand, we
continued to fight, were we obligated to
move to a ground war? At what cost — to
Kosovars, Serbians, others, ourselves?
And how about the next time a hu-
manitarian disaster is faced? Tough
choices will be presented again.
