The suppression of the negro vote in
the South Is made the subject of a
Pharisaical denunciation by the Massachu-
setts Itepubllcnns In their state platform
The negro enlranchlscd by tho war Is
largely deprived of his privileges as a
voter How do they know this in
Massachusetts liecause the ratio of
votes cast to the voting population Is so j
small in the Southern states
Let us sec how this is
Mississippi and South Carolina tire the
two Southern states in which the greatest
terrorism Is supposed to exist among
the negro lace and where consequently
thu oto should be least In propoitlon to
the total males of voting age Compar-
ing tho vote east with tho census returns
of ltjsu wo leant that In South Carolina
170t > 3ii voles were polled out of a total
voting population ot 2037etl and in Mis-
sissippi it was 117078 out of i8511
How Is It in Massachusetts where this
stildent outcry is made against tho sup
pression of the colored voU In that
great commonwealth of civil liberty we
llnd that only LSL tlls men exorcised the
right of suffrage out of a total of uOiV 16
who were or should have been entitled to
tho light to vote And In the neighboring
state of ithodo Island with a voting
population of 7ibH8 thcio were only Si
afi votes east
While 18 per cent ot the votu in South
Caroltiii was suppressed 15 percentof
tho vote in Massachusetts was sup
prossed whllo oil per cent of tho voting
population of Mississippi was not
represented at tho polls is percent of the
voting population of Ithodo Island was I
kept away from tho polls t
If bulldozing and terrorism disfran-
chised tho negro In the South what dls
trancldsed a linger proportion of whites

plea of this now Daniel at the bar proves
the titter futility of attempting to con
found a man who Is up to snuff In the
technicalities of tho law
The Times however Is not entirely
atlsflcd w Itli its own defense and rounds
It off with the statement that Mr Hous-
ton had been for some weeks n resident
of the llinhandlc declaring that the law
does not hpeclfy the length of residence
required Had the TimOs entoted this
defense at first we must confess that the
piosceutlon would have been compelled
to nol pros tho case The law makes no
provision ngalnst evasion and so far as
wo can see there Is nothing to prevent It
except tho honor of a governor vtho
recognizes he spirit as well as the letter
of an oath Tho fact that Mr Houston
became a resident oLjlHltnhnudle even
though It occurred several weeks
after his application for the appointment
may satisfy tho Times indeed far less
of palliation sulllced to ease
the consciences of those who introduced
the Institution of carpetlmggcry in the
South A freegrass section ought
perhaps to feel highly honored that any
explanation Is offered at nil Such pre-
sumption as daring to nsk that Its olllclals
be selected from its own people escaped
lightly without a seveio olllclal rebuke

j highly brilliant Idea of requesting Mr

that the law might bo thoroughly satis

The news now

comes from Washing
ton where It has long been known that
Mrs iarlleld had prepared papers for a
divorce but changed her mind when her
husband was nominated for president
It Is of little consequence now In Itself
but It Is ono of the personal secrets that
were hidden out of sight when Gnrllclds
election became a political necessity to
those who best knew him and
consequently most despised him If
President Cleveland were only thecountry
attorney In capacity he was credited with
If ho Is only a silent absorber of
his wise advisers counsel If his admlia
ble olllclal documents are compiled by
the astute and clever Iiinnont It Is btlll
better that he occupy the presidential
chair than that a repetition of tho Oar
Ileld occupation should be lepeated
If Oarlleld in dying had by Hint act
afforded reparation to tliose living whom
lie wronged it would be uncharitable
even It historically justifiable to present
him In his true character to the world
Hut he still left as a legacy the injustice
ho had moted out to wotthler men and
never until his real motives and Ids true
character are known can it be realized how
grossly the people were misled into an In-
famous warfare upon men beside whom
flarlleUl was a pigmy
Some of theso men still live One of
these there Is whoso yeais of indefatig-
able public service and peifect purity of
life were forgotten In the turmoil of ex-
cited polities and whose little faults were
iniignllled Into crimes by the archangels
of humbug and hypocrisy who pulled the
wires that mado tho lastelected itepubll
can president dance to their music
The gieat and good Oarlleld befoie
whose tinseled image tho people foil and
worshiped was as unfaithful in his do-
mestic relations as he wis treacherous to
Ids political friends His death no less
than the manner of it was deplorable
Had he lived but another year the mock-
ery would have been at end the lllmsy
attire would have fallen aud exposed the
true hldcousness of tho false idol and a
healthy reaction of geneious public sen
timent would have seen the gross Injus-
tice to which it hail lent Itself and hast
jeuod to remove from the brows o a
grand character the stigma ho may now
carry to the grave
That Mrs Oarlleld had grounds for he

the summer of 1881 amf continuing until

outbreak against wiro fonres that was as
extraordinary ns it was resistless
Hundreds of miles of wire fence were
cut No part ot the state was clear of
tho Infection It was tho protest of
the people against tho Illegal Inclosure of
public lands which In its progress de-
teriorated Into a war upon wire fences
legally established becauso they ob-
structed passage and often degenerated
Into mere malicious destruction of prop-
erty to gratify personal hatred Tho ordi-
nary powers of the local peace ofllcors
wcro helpless to oppose the spread of the
crime or to punish offenders A cry
went up to the governor for relief and
he lacking the necessary authority to
employ extraordinary force convened
the legislature In special session to de-
vise means for the protection of property
and the preservation of peace Itlgorous
measures wcie demanded to meet iTnd
overcome the evil and in response to this
may llnd it necessary to cut or tear down
a fence to secure mi outlet with-
out any intention ol wantonly destroy-
ing property and with a perfect willing-
ness to pay for the damage done Wo do
not know of any case of this kind yet
reported but its possibility under the
present law is a good reason for asking
for the repeal of that law It should not
bo left within the power of any person to
persecute another and that this law does
make such persecution possible is not to
be denied As a dangerous weapon
therefore It ought to bo removed and
wo believe the same sentiment that de-
manded its enactment now that the con-
ditions that called for it exist no longer
