the large increase of confirmed
cases in Texas this year, says
D P Paw lik. County
San Patricio County
Commissioners, in regular
session Monday, voted
approval of a new subdivision
ordinance which is expected to
provide more uniform rules
ant standards in developing
residential areas in the county
Development of the new
ordinance has been in progreaa
fot some time, with the
county’s consulting engineer in
charge Most of the provisions
meet the municipal
rwiuirements ;n various cities
in the county, engineer George
Newsome told the court
Mmday
One of the major regulations
of the new ordinance which the
commissioners quickly
approved, calls for a minimum
of a six inch caliche base for
rteds in new developments
The road usually end up under
tie care of the commiasMoen.
and in the past, many of the
bases ted not been built to last
vt*ry long with the result being
actional maintenance casta
for the county Flood
regulations are also handled in
the ordinance as well as other
utility adjustments
The county landfill operation
at Gregory also came in for its
siwre of discussion The first
problem was a re-occurring
oae -- disposition of discarded
tires According to information
presented Monday, the tires
pose a problem even if buried,
and burning must be approved
by the EPA The court will
study the matter further before
taking action
In other discussion the
c immisMonen talked at length
about the landfill operation
before approving issuance of
certificates of obligation to
purchase a track-type dozer
The certificates will be not to
exceed tiOS.OOO which will
cover purchase of the
equipment vnd costs of issuing
the certificates J M
Edmondson, former Mathis
mayor addressed the court
snd cautioned the
(ommrssior^rs on spreading
payment of the certificates
over a greater length of time
than the possible life
expectancy of the equipment
He urged the court to begin
laying on the principal sooner
lten is planned, pointing out
that the landfill is still
currently paying on several
pieces of equipment which may
M»n be worn out Edmondson
said he felt the county should
consider increasing fees to pay
. for the equipment and
continued operation of the
landfill
In answer to Edmondson.
County Auditor Ray Harris
said the landfill equipment was
set up on payment schedules so
that as one piece of equipment
was paid off. payment on the
principle for other equipment
will begin The commissioners
also said it was believed
increased fees for users of the
landfill were a definite
possibility in the near future
One of the most time-
consuming items of Monday's
meeting was determination
(for next year's budget) of the
travel allowance to be paid
After considerable discussion,
the county dads voted a
mileage rate boost to IgcenM
per mile for the first 2000 miles
per month, and 15-cents a mile
over that
Following the per mile
increase, the court adopted
(effective Jan 1. 1980) a 30
percent across the board
increase for county personnel
receiving car allowances
Prior to the across the board
increase, the commissioners
increased several allowances
after studying each case
individually The cost per
month for mileage allowance
has been approximately $5,900
(including constables), or
about $71.000 a year The voted
boosts will up the total to $8,200
and $98,000
Other items up for discussion
in the budget were on a
departmental basis, with the
county show grounds getting
the biggest new allocation of
the day when $10,000 was
authorized for improvements
to streets, drainage, and
parking areas
Acting in their role of a
Board of Equalization, the
court took no action Monday
concerning the request of
Reynolds Metals for a
reduction in their tax
evaluation Reynolds contends
that there was no activity n
their plant as uf January 1. and
that the tax valuation should
remain the same as in 1978
The commissioners talked
about setting this year's figure
at the 78 tax roll amount, but
took no definite action pending
clarification of the problem

Kabies. one of the oldest and

All warm blooded animals

suspected of being rabid,
warns Pawlik An apparently
healthy animal that is not a
stray that bites a person should
be confined and observed by a
veterinarian for 10 days
Immediately kill a stray that
bites Since the brain is needed
for diagnosis, don't kill the
animal by injuring it's head
Immediately clean all bites
and scratches thoroughly with
soap and water since that is the
most effective rabies
prevention Tlien contact your
doctor for further treatment
Protect all pets through a
rabies vaccination program
Livestock should also be
protected in areas where
rabies is prevalent in wildlife
Promptly pick up and
humanely dispose of all stray
animals Also, warn children to
stay away from strays or other
wild animals, adds Pr.wlik
