AN INVESTIGATION OF
THE TEXAS RECORDS
the
law
The Federal Government is
quietly gathering from the homes
in Texas a report of the births
and deaths which have occurred
during the past 12 months. The
reports made to the Federal Gov-
ernment wiil(L be -arranged by
counties and cities, brought to
1 Texas and checked against the
certificates actually filed.
Texas is the only state in
Union with an adequate
for birth and death registration,
whose birth and death rates are
not authenticated and published,
and whose records are not recog-
nized by the H. S. Census Bu-
reau. If, in the investigation
now being made by the Census
Bureau, it is found that 90 per
cent of the births and deaths
have been registered, Texas will
be admitted to the Registration
Area, and her statistics recog-
nized, as is the ease in 46 other
States in the Union.
Although South Dakota has
no adequate law, and her rec-
ords up to this time have not
been recognized, a test has been
made in that state, and it is
believed that South Dakota will
he shown to have reached the
necessary standard.

is not a legal registration, hut a
simple notification, so that the
legally filed records may be
checked. Any birth, to he legal-
ly registered, must have the sig-
nature of the medical attendant
to the State Bureau of Vital Sta-
tistics at Austin, Texas.
The law places the responsi-
bility for registering births on
the medical attendant, who is
liable to a fine of not less than
$5.00 nor more than $50.00, if
he has not filed a record at the
time of the birth. Any person
who wishes to bury a dead body,
violates the law if the body is
buried, before a public record of
the death is made, hut as the
system is new in Texas, and is not
thoroughly understood, any
birth or death which has not
been previously filed, should be
registered immediately, if it is
the desire of those concerned that
such record be counted in the
test being made by the Federal
Government, which test will be-
gin about August 1st.
Anyone desiring to file a rec-
ord of an unregistered birth or
death, should remember that
the law makes it the duty of the
Justice of the Peace in the Just-
ice Precinct, and the City Clerk
in the city of 2,500 or more, to
act as Registrar of Births and
Deaths. In those precincts or
cities where the Justice of the
Peace or City Clerk has failed
or refused to act, the county or
city authorities have suggested
some individual t0 act in his
place, and a list of these individ-
uals may he secured from the
city or county outhorities or
from the State Bureau of Vital
Statistics.

week visiting with relatives and

STATE WILL COST $1,500,000

pective bidders in the call for
bids.

Austin, Texas.—Bids will be re-
ceived August 14 by the State
Board of Control for contracts to
supply gasolene, kerosene and
lubricating oils and greases for
the State Highway department,
the State eleemosynary institu-
tions and all State departments
for the next fiscal year, begin-
ning Septemiberl, Roy I. Ten-
nant, member of the Board of
Control, said Saturday. The con-
tracts will total approximately
$1,5000,000, of which approxi-
mately $900,000 will he for the
products used the the State
Highway Department. ,
The products for the State
Highway Department are to he
delivered by the contracting
company to the State highway
division shops located in nineteen
cities or any maintenance camps
of the department, and to any
temporary head quarters of the
State eleemosynary institutions
and departments.

STOMACH GAS
on deliveries and retailed. Es-
timates furnished the bidders in-
dicate that 4,050,000 gallons of
gas will be bought in wholesale
quantities and 200,000 gallons in
retail quantities. It is estimated
80.000 gallons of kerosene will be
used duriung the year. In lu-
bricating oil it is indicated that
the state will use during the year
in wholesale quantities 550 gal-
medium oil, 53,000 gallons of
Ions of light oil, 6,000 gallons of
heavy oil, 41,000 gallons of extra
heavy oil, 50,800 gallons of trac-
tor oil and 20,650 gallons of
heavy tractor oil, while in retail
quantities' it is estimated that
8.000 quarts of medium, 12,000
quarts of heavy and 1,000 quarts
of extra heavy oil will be used. A
total of 215,000 pounds of lubri-
cating greases of various weights
and 13,000 gallons of transmis-
sion oil will be used.
